Minutes of the Keelby Parish Council Meeting
Held in the Village Hall on Tuesday 4th March 2025 commencing 7pm.
Those Present: Councillors M Turner (Chair), T Bentham, R Dannatt, S Knight, M Soar, E Darwood.
In Attendance: Cllr O Bierley, Cllr A Lawrence and 3 members of the public
1. Apologies - Ref 25/32 – Councillors T Wright, R Bedwell, C Tym, K Beedham, T Smith
2. To receive dispensations and declarations of interest under the Localism Act 2011 – being any pecuniary or on-pecuniary interest in agenda items not previously recorded on Members’ Register of interest Ref 25/33– none
3. Public Question Time Ref - 25/34
A resident asked if bungalows could be built on the land behind Co-op instead of on a green space, they also mentioned that the compound needs emptying at the KSA. These were noted. Basal growth needs cutting back at the cemetery. Clerk advised that she would ask the handyman about this. A resident had checked with previous drivers of the voluntary driver’s scheme about their insurance, and they had said they were covered without additional charges. It was agreed that this scheme does not come under the Parish Council remit to organise, but we would put a post on our Facebook page to ask if there was anyone in the village who would be willing to organise this and recruit volunteer drivers. Cllr O Bierley agreed that he could also do a feature on it in the Village Hall newsletter. A resident said that he thought that all grants should come through the council so that there is no overlap with grants that we want to apply for. It was agreed that if community groups want to apply for grants it was not something we could control unless they were seeking approval from the council in which case we would be aware of them.
4. County Councillor’s Report - Ref 25/35
Cllr T Smith was not present, but all his reports have been forwarded.
5. District Councillor’s Report - Ref 25/36
The report from Cllr Owen Bierley had previously been circulated and there were no comments. Cllr O Bierley passed on thanks from the residents of Manor Close to the handyman for clearing the moss.
6. Councillor vacancies/ Co-option of councillor – Ref 25/37
There has been no interest in the other councillor vacancy. A further Facebook post will be done to advertise it.
7. To approve the minutes of the Parish Council Meetings held on 4th February 2025 - Ref 25/38 - It was proposed, seconded and resolved that these minutes are a true record of the meeting and were signed by the Chairman.
8. Clerk’s Report – Ref 25/39
Highways have confirmed that they do not intend to take any further action regarding parking restrictions at the Cissplatt Lane/Yarborough Road junction as the parking adheres to the highway code. Discussions took place regarding erecting a mirror on our land in the play park. Clerk was asked to get confirmation from our insurers to see if we would be covered on our insurance should an accident happen, and the mirror is cited as the cause. Planning would also need to be consulted.
At the last meeting it was decided to charge commercial companies for the use of electricity on the village green. The clerk asked for clarification on the charges. It was resolved to charge a set amount of £40 a day which would be payable in advance at the time of booking. All in favour.
The siting of the new bench. Clerk to arrange a meeting with the handyman and Cllr Dannatt on a Saturday morning for them to progress the groundwork for it.
9. Financial Matters – Ref 25/40
The payment schedule was checked by Cllr R Dannatt. It was resolved to approve the payments. Cllr M Turner signed as Chair

10. Parish Matters Ref 25/41
• Cemetery tap – Cllr R Dannatt is still working on this, but it is thought it would be in the region of £350. It was resolved to approve the spend of £350 to complete this. All in favour
• VE Day Celebrations – The Village Hall are organising a social event on the 10th May.
• Road Closures for Remembrance Day – it was resolved not to apply for a road closure for these events
• Approve of purchase of new noticeboard – clerk had obtained prices for man-made wood, aluminium and oak notice boards. Aluminium is £2641 + VAT, Man made wood is £3055 + VAT and Oak is £2500 and no VAT. The supplier of the oak noticeboard is a local company who will also install it within this price if it is sited on grass. SH Somerscales Ltd have kindly agreed to sponsor the oak. It was also suggested that we can purchase all the materials so we can claim back the VAT and the contractor will invoice us for labour only. This would reduce the costs to £1583.94. It was proposed and seconded to proceed with the Oak noticeboard. A vote was taken 5 votes for and 1 abstained.
11. Reports from external organisations - Ref 25/42
Sports Association – Statement of priority work is still ongoing. The KSA reps to attend the next KSA meeting to consult with them on what items they would like doing.
Community Speed Watch – nothing to report
Village Hall – everything is progressing. There was good attendance at the pantomime. The final income received for it is not yet known.
Library & Youth Club – Cllr Bentham reported that the library is going well. There is to be a full meeting on the 10th March.
12. Correspondence - Ref 25/43 – none received
13. Planning applications and decisions received, update on ongoing applications – Ref 25/44
WL/2024/00301 - Riby Road development is to be reconsulted on as the design has been modified
WL/2025/00169 - 5 Suddle Way – resolved to reply with no comments
WL/2024/00050 – It was agreed that the hard work on the Neighbourhood Plan has made a significant contribution to this application being rejected.
