Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 3rd August 2021 at 7.00pm


Those present: Councillors T Bentham, C Wakefield, P Everitt, S Knight, P Baillie, 
T Wright, D Ash (Chair). 
In attendance: A Burnett (Clerk), Cllr Bierley, 6 members of public

1. To receive apologies and reasons for absence Ref 21/017
P Briggs for health reasons, K Stark unavailable.

2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 21/018

3. To approve draft minutes of the Parish Council Meeting held on 1st June 2021 Ref 21/019

4. Matters arising Ref 21/020 
o    Barton Street: Clerk has not received a response to her email with regards to reducing the speed limit.
o    Doctors Surgery: Clerk to contact neighbouring villages who also access Keelby Practice.

o    Churchyard Cemetery: Cemetery to be closed and handed to WLDC for maintenance.  

5. Correspondence Ref 21/021
Resident has been in contact with regards to the health centre
Resident has been in contact about speeding on Yarborough Road.  Mr Lovatt reported his experiences.  Concerns over pedestrians & children crossing to the village green.  Asked for permission to start a speed watch group.  Six volunteers required.  Parish Council would need to purchase equipment and uniform.  Clerk to check insurance covers volunteers.

Resident has been in touch about a tree on Caddle Road that needs pruning.  Clerk to call highways.
Resident has been in contact with regards to community recycling.  Clerk to inform of the current situation.

Question asked about the website.  This is being done imminently.

Report received via email. 

9.  Clerk’s Report Ref 21/025
Clerk raised the issue of spending a lot of time dealing with email queries from residents.  There is a huge dialogue as a result which eats into work hours.  Clerk has also received an email from Brightening Keelby which is asking questions about decisions already made by the Parish Council but was held up by the pandemic.    

10. To Receive any reports from external organisations Ref 21/026 
Library - ready to reopen.
Youth Club – big clean up at youth club.  Keen to get going again.  New window is hopefully being fitted in the autumn.   
Village Hall – no update.  Toilets are open and new front door installed.  New carpets are going in the rascals area. 
Sports Association – AGM went ahead on 27th June.  Cllr Ash asked if report had been received along with minutes.  Cllr Knight to provide.  Clubs are returning.  Subscriptions to remain the same.    Not all officer posts were filled.  Additional meeting to be held to appoint officers.  
It was proposed to move the discussion of the development to the next meeting as a separate agenda item.

12. Planning applications and decisions received Ref 21/028
Applications: 143426 & 143357  Cllr Baillie requested note be taken that the kitchen will be very close to 10 Manor Close.

14. Parish Matters – to receive any report or consider any appropriate action Ref 21/030
Cemetery – No issues. 
Grounds Maintenance – Concerns over grass cutting being left on streets and paths.  
War Memorial    - Nothing to report
Allotments – Right hand side of gate post rotting and causing difficulties with opening the gate.  Clerk to obtain quotes.    
Play Equipment – awaiting final agreement in order to proceed.

15.  Speeding on Yarborough Road & Cissplatt Lane Ref 21/031
Concern over access from Cissplatt Lane to Yarborough Road due to speeding cars.  

16. Grass Verges Ref 21/032
Grass verges – concerns over the condition and residents parking on them.  

Meeting drawn to a close due to reaching time limit of 9pm.
