Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 7th September 2021 at 7.00pm
Those present: Councillors T Bentham, C Wakefield, P Everitt, S Knight, P Baillie,
T Wright, P Wilks, D Ash (Chair).
In attendance: A Burnett (Clerk), D Cowling (police officer), 9 members of public
1. To receive apologies and reasons for absence Ref 21/034
P Briggs for health reasons. Councillors Bierley & Lawrence due to other commitments.
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 21/035
Cllr wright declared an interest in the KUFC agenda item
Cllr Everitt – Payment for Handyman services.
3. To approve draft minutes of the Parish Council Meeting held on 1st June 2021 Ref 21/036
Amendments: Item 4 is Church Yard Extension, not church yard.
Cllr Wright stated that the minutes do not reflect the discussion about the Sports Association. Clerk to check.

4. Matters arising Ref 21/037
- Barton Street: Clerk has sent a letter to highways requesting a meeting on all issues within the village.
- Doctors Surgery: Cllr Ash and Cllr Knight have a meeting scheduled with the practice. A doctor and a nurse are providing some services within the village.
5. Correspondence Ref 21/038
Police report is the only correspondence that has been received. There are no reported issues in Keelby. Dawn Cowling offered a regular surgery in the village for residents. Cllr Bentham offered the use of the library for this service.

Question asked about the website. This is being done imminently.

Question asked about why numbers were limited at the last meeting.

9. Clerk’s Report Ref 21/042
Clerk has been informed by Cllr Bierley that the registration of the old school as a community asset has expired. Cllr Bentham proposed that it be re-registered.

Community speed watch programme.
Graham Lovatt updated the Parish Council on the progress so far. 905 leaflets were delivered to homes throughout the village. To run, the scheme needs as few as three volunteers. Four people (including Graham) have volunteered. The Parish Council need to re-register for the scheme and training will be given to volunteers. Areas for the scheme need to be identified and selected. So far Riby Road and Yarborough Road have been identified as areas of concern. All the volunteers will do is take vehicle registration numbers, the Police are still responsible for enforcement. Cllr Knight proposed we go ahead with the scheme.

Poppies: Clerk has collected 40, another ten to be paid for and collected. Cllr Everitt suggested one on every third lamppost around the main roads of the village. Cllr Wright suggested they are put in the area of the shops and radiated out from there. i.e., village hall, cemetery area, sports field, village green. Date agreed as 1st November for them to be put up. Graham Lovatt, Cllr Wilks and Cllr Bentham to help.
10. To Receive any reports from external organisations Ref 21/043
Library – is open again.
Youth Club – good attendance now it is back open. Yard has been cleaned. Decision on doors and windows will be made by the end of November. Co-op have donated £500 for activities.
Village Hall – Meeting has taken place. Rascals is currently being refurbished with new carpets and the large room has been painted. Co-op donated £500 towards the running of the hall.
Sports Association – took on board what the Parish Council stated at the last meeting. Now have individuals willing to take officer positions. AGM scheduled for 19th September 2021.

12. Planning applications and decisions received Ref 21/045
None received.
13. Neighbourhood Plan Update Ref 21/046
No update
Cllr Ash raised concerns over the delays. Clerk to contact Adrian and ask for a meeting so the draft plan can be approved and put out for public consultation.
14. Parish Matters – to receive any report or consider any appropriate action Ref 21/047
Cemetery – The metal flower near the tap has been painted without consent and hasn’t been done well. Cllr Baillie has received complaints from members of the public.
Grounds Maintenance – Cllr Knight has received a complaint from a resident who has fallen off the kerb into standing water at the corner of Victoria Road.
Concern over basal growth on Broadway. Cllr Everitt stated that the handyman will remove it in November.
War Memorial - Trough is damaged and leaking sand. Cllr Bentham to source replacement.
Allotments – AGM took place in August. 11 members present. Cheques for rent are with Cllr Baillie. There is a waiting list for plots. Concerns over the sale of the land, Parish Council asked what they proposed to do if it is sold. Cllr Everitt has agreed to fix the gate post.
Play Equipment – awaiting final confirmation of cost of the wet pour surface as requested by the funder. Playdale working on this asap as prices have increased. Cllr Wilks asked if the spoil can be taken to the old tennis courts. Clerk to ask Playdale to take the removal of this out of the quote. As soon as prices confirmed, Contract will be issued and work can commence.
15. Keelby United Football Club Proposal Ref 21/048
Cllr Wright submitted a proposal to the Parish Council in his role as team manager of the football club. Requesting permission to extend the ground and improve facilities so they can move up in the league. Currently at Level 7/6, want to get to level 5/4, which Grimsby Borough and Cleethorpes Town play in.
Phase 1: barriers around the pitch to prevent people watching without entry. This will take the form of a 12ft fence.
Phase 2: Flood lights and barriers with seating inside the fencing.
Phase 3: Changing facilities and toilets needed pitch side for level 5.

Cllr Everitt concerned it will take funds away from the rest of the KSA members. Charges on the gate to this pitch would fund development for the pitch.
Cllr Wright has spoken to George Wise at Brocklesby Estates and states he has been told planning permission is not required.
Cllr Knight expressed concerns over the Charitable status of KSA with a business operating on the facility and also the impact this development will have on the other clubs at the pavilion. Clarification is required before a decision can be made. Cllr knight proposed written confirmation is received from Cllr Bierley.
Cllr Ash asked if Cllr Wright was happy for the vote to be postponed until clarification is received.
