Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 2nd November 2021 at 7.00pm
Those present: Councillors T Bentham, C Wakefield, P Everitt, S Knight, P Baillie,
J Indian, P Wilks, P Briggs, D Ash, (Chair).

1. To receive apologies and reasons for absence Ref 21/067

2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 21/068
None Declared.
3. To approve draft minutes of the Parish Council Meeting held on 5th October 2021 Ref 21/069
Letter to Environmental Health not detailed.
Cemetery should read Church Extension.
Approved with the above amendments.
Proposed Cllr Indian Seconded Cllr Baillie All in favour.
Cllr Ash announced there will be a closed session at the end of the meeting.
4. Matters arising Ref 21/070
Discussion regarding the lack of Doctor at the surgery again. Do we want to follow up and monitor until next meeting.
Website discussed in public meeting.
Keelby Football Club clarification of refusal.
Information provided by Cllr Bierley confirmed that Charitable Status could not be guaranteed but would have to be applied for after changes had taken place. Minutes don’t state about charitable status and therefore operating costs. Concern about Sports Association not being able to carry on as it was intended when set up.
5. Correspondence Ref 21/071
Lincolnshire local listing campaign
Brightening Keelby – metal planters request to put back on Memorial. Can they remove rocks from memorial?
Clerk has had a copy of the constitution. Can this be checked.
Discussion took place.
Proposal: Parish Council allow Brightening Keelby to install and maintain planters with rubber backing. Any damage to the railings to be funded by Brightening Keelby Campaign.
Proposed Cllr Bentham Seconded Cllr Indian. Carried 6-2 in favour.
Tommies request to be received by the Clerk from Brightening Keelby
Park Committee offered to be involved in the Play Area development. Letter asked for

details, quotes etc. Cllr Ash offered them to have a seat on the committee.
Question re: maintaining Skate Park, CCTV from upgrade from L Drakes. Answered no plans.
Letter re: Under 5’s play park.
Letter from County Councillor Tom Smith re: pavements. Work outside school tasked but no date.

Alison Wilson Healing Royal British Legion
Healing Royal British Legion - £1,200 raised last year. Send Lamp post poppies back.
9. Clerk’s Report Ref 21/075
Defibrillator – further on from the funding mentioned at the last meeting, WLDC have funding available and Some from London Hearts. The latter can provide a defibrillator at a cost of £1.255.00.
Community Orchard – going back to original plan of purchasing trees from Dutch Bulbs. They will be in stock and ready for delivery at the end of November
Bench for North End – companies have been contacted, awaiting response and design ideas.
32 Eastfield Road – Environmental Health have been contacted in response to concerns from residents.
Sport England are still only focussing on Covid-19 related applications.
Cllr Wright has submitted a FOI request which is is now outside the breach time. Clerk to provide report for requests made on the following dates: 27th Nov 2019, 14 September 2020 and July 2021.

Youth Club – Members up. Good display. Contribution to Christmas Party £100

Community Speed Watch – Clerk as co-ordinator to contact PCSO for some freebies for
volunteers. Application for 22nd September not done. £40 to register and Indemnity

Play Equipment – existing swing in need of repair. Been done by Pete Everitt.
