Minutes of the Keelby Parish Council Meeting
held in the Village Hall on Tuesday 7th April 2026 commencing 7:15pm.

3. Public Question Time – Ref 26/43
A resident raised their concerns about the bus stop on Riby Road near the corner. This will be discussed later as there is an agenda item for it. A resident raised that residents on Eastfield are having problems with rats since the building work in the field behind had started. Cllr Bean will speak to pest control, and the clerk will write to the developers to advise them of this issue.
4. County Councillor’s Report - Ref 26/44
Cllr Bean advised he is pursuing the road dressings that are failing (This will include Stallingborough Road) and the lease for the library. He is in discussion with the mayor’s office regarding a bus service to Immingham. It was raised that at the junction of South Street and Yarborough Road a pothole has been filled but the line markings have not been reinstated and the 30mph speed sign near the KSA keeps spinning round. This sign needs to be reported on FixMyStreet. Cllr Bean will raise these problems with Highways and requested the FixMyStreet reference number. The tree work on Riby Road is very disappointing and Cllr Bean will be following up on this.
5. District Councillor’s Report - Ref 26/45
The report from Cllr Bierley had been previously circulated and was very comprehensive. Cllr Wright reiterated Cllr Bierley’s comments regarding the Great British Spring Clean and thanked Cllr Darwood for organising the event, along with all the volunteers who took part. Cllr Darwood also expressed her appreciation to the Brownies and the school for their efforts, as well as to West Lindsey District Council for collecting the rubbish afterwards.
6. To approve the minutes of the Parish Council Meeting held on 3rd March 2026 - Ref 26/46
It was proposed, seconded and RESOLVED that the minutes from the meeting on 3rd March are a true record of the meeting and were signed by the Chair.
7. Clerk’s Report – Ref 26/47
The clerk advised that she had queried the allotment water bill, but they still maintain that 8 cubic metres of water had been used so there is nothing further that can be done. The cemetery tap has now been replaced and is working well with more pressure.
The additional bins for the bus stops are still ongoing, and we are still waiting to hear about the decision regarding a bus shelter on Riby Road.
The basal growth takes around 2 hours a tree including time to clear away. There are probably in the region of 50 trees on Riby Road, Broadway and Yarborough Road.
Cllr Bean is still looking into hexagon grass mats.
The Co-op Community Champions application for funding towards the benches has been completed. Shortlisting will take place in May, at which point we will find out if we have progressed to the voting stage.
It was also reported that a Post Office will be going into the GoLocal store which is excellent news for the village.
The clerk had issued an end of year report and advised that the CILCA training costs had risen by £240.

• The quarterly bank reconciliation was checked by Cllr E Darwood and approved.
• The budget was discussed. It was RESOLVED to increase the training costs by £240 to cover the CILCA training. In the budget we had allocated funds for a replacement mower. Revised prices for a mower have been obtained from 4 suppliers’ details of which were circulated. It was proposed, seconded and RESOLVED to purchase the Cobra mower at a cost of £4689. A trade in by this supplier was offered of £900. It was proposed, seconded and RESOLVED to keep the old mower as a backup. All in favour
9. Parish Matters - Ref 26/49
• Keelby Gala – Council were informed that Cllr Soar is leaving the Health Tree Foundation and had asked if the Parish Council would be willing to take on the organisation of the gala solely. Cllr Soar is still happy to help. This will mean that we will need to pay for the toilets, TENS license, entertainment and use our insurance. It was RESOLVED that we would be happy to do this. As we would then be getting 100% of the profits. It was RESOLVED to split the profits between the Youth Club and the Village Hall.
• Re-location of the bus stop on Riby Road near Caddle Road – Discussions took place regarding this. The council accepted that as it was near the corner this brings added risks, but they were not aware of any accidents there. Concerns were raised that wherever the bus stop is moved to it will be in front of someone’s house and this will not be well received. Cllr Bean to speak to LCC regarding this to see if they could come and have a look to see if there are any better locations for it.
• Island Green Power Community Benefit Fund – It was decided that it was too early for a decision to be made on the community fund. At the last meeting Cllr Dannatt was tasked to copy the comments onto the amended planning application. From Cllr Dannatt’s email it was not clear if he had done this. Clerk to do this if the deadline has not passed. Clerk to reply to Nick Bowen to advise him of the decision on the community fund and also request that all future correspondence comes to the parish council office only.
• Bus service to Immingham – we have sourced support from Great Limber, Habrough and Immingham Town Councils who all recognise the need for a bus service to Immingham. It is now intended to write to the mayor’s office and Stagecoach and ask the other councils to do the same.
• Village Green Seating project – Five companies have been asked to quote but only 2 have come back to us. One of these companies have declined to quote as they felt it wasn’t the right design. They suggested that the circular pads with no footpaths would be a better option and would be happy to quote for this. It was RESOLVED to go with this option and get prices for bench pads only.
• Construction traffic through the village – concerns have been raised about construction traffic coming through the village. Clerk to include this in the letter to developers.
• Ramp at entrance to new development – Clerk to include this in the letter to developers. Concerns were also raised regarding the width of the entrance road. Clerk to also write to planning to ask them to check on these issues.
• Footpaths on village green – Residents have requested that a path is put on the village green from Wivell Drive to the school. There is a side gate into the school grounds which, if it could be used would make the path shorter. Cllr Turner to ask for approximate costs for these paths to see if we want to progress this further.
10. To receive any reports and updates from external organisations - Ref 26/50
• Sports Association – Cllr Turner reported that the bowls is open from 21st April. The football club have the boy’s tournament on 2nd and 3rd May and the girl’s tournament on the 17th May. There is no report from the tennis club. Parking on the verges was raised. At tournaments parking is managed but unfortunately for games parking cannot be controlled. All teams send out parking instructions prior to games asking players to use the overflow car park if necessary. The shutters are faulty again. A plumber has been out to look at the boiler. He has recommended that the pressurisation unit is replaced. The cost of this is £936.58. It was RESOLVED to go ahead with this repair. There is still an invoice for the call outstanding which the clerk has requested but not yet received. There is no report from the Cricket club. The next meeting with KSA is on Sunday 12th April.
• Village Hall – Cllr Bentham reported that the quiz nights on Thursdays are bringing in extra income. Cllr Bentham to remind them that the grant of £1000 can now be claimed that is in our budget. Clerk advised that she hadn’t received an invoice for the room hire.
• Library & Youth Club – Cllr Beedham reported that there is still no lease, but they have been assured that they will be getting one and their yearly grant. Cllr Bean is assisting with this. The youth club is going well there is an afternoon session this Thursday and they are also going to do the summer sessions to help with childcare. The numbers are up and there are plenty of volunteers to help.
• Allotments - Cllr Cowie reported that the ground is still too wet to carry out the fencing repairs.
11. Correspondence - Ref 26/51
The twinning association are hosting the French families in May and there is a street naming ceremony on 16th May at 10am so Cllr Turner asked if councillors could attend.
An email has been received from a resident raising many issues. As it has only just been received and circulated councillors have not had time to consider it so clerk was asked to reply to the issues that have been previously raised and minuted and the rest will be considered at the next meeting.
An email regarding the rats on Eastfield Road has been received. This has previously been discussed, and the clerk will write to the developers.
An email from Cllr Dannatt has been received regarding the bin store. Cllr Turner will remove the bolts, and Cllr Dannatt has offered to spray the wood. Cllr Dannatt had previously offered to remove the lump of concrete but is still there. The old concrete bin also needs removing as it is starting to be filled up again.

Streetlights staying on later/earlier. Clerk to do a Facebook poll to ask for residents’ thoughts on this before then.
