Minutes of the Keelby Parish Council Meeting
held in the Village Hall on Tuesday 7th July 2026 commencing 7:00pm.

2. To receive dispensations and declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of interest - Ref 26/86– none
3. Public Question Time – Ref 26/87
A resident raised concerns about the state of the old Spar shop and advised that render was falling from the property. Clerk to write to the agent to advise them of this. Cllr Day agreed to have a look and clear the fallen render.
4. County Councillor’s Report - Ref 26/88
Cllr Bean was not present so no updates
5. District Councillor’s Report - Ref 26/89
The report from Cllr Bierley had been previously circulated and was very comprehensive. It was noted that soft plastics will be recycled from next April. It is thought that they will go in the existing blue bin in bags that West Lindsey will provide.
6. To approve the minutes of the Parish Council Meetings held on 2nd June - Ref 26/90
It was proposed, seconded and RESOLVED that the minutes of the Parish Council meeting held on 2nd June and the closed session held on 2nd June are a true record of the meetings and were signed by the Chair.
7. Clerk’s Report – Ref 26/91
Thanks to Cllr Day for cleaning the bus shelters and signs. No prices have yet been received for the cutting of the brambles next to the footpath to the A18 from Maple Avenue although an offer to help has been received from a resident. Cllr Cowie has offered to help. To be discussed further at the next meeting.

To approve quarterly bank reconciliation: The quarterly bank reconciliation was checked and certified by Cllr K Beedham.
Review and approve asset register: The asset register had been reviewed by Cllrs Hughes and Cowie and a report had previously been circulated. The revised register format proposes the introduction of the following asset categories; Community Asset, Equipment & Operational Asset, Infrastructure/Street Furniture, Land & Buildings and Vehicles, Plant & Machinery, resulting in a reduction of the Council's total asset value by approximately £33,000 as community assets should be valued at £1. An additional column has also been included to record the useful life of assets, to assist with future planning. It was noted that insurance values and replacement values should also be recorded within the register so additional columns have also been added for these. The report recommends that the Asset Register is reviewed annually before the end of each financial year to ensure it is accurately recorded on the AGAR submission. Subject to confirmation from Cllr Hughes, who was not present at the meeting, the annual review will be undertaken by Cllrs Cowie and Hughes. It was further noted that the play area equipment should be itemised within the register. Cllr Wright to send any information he has on this. RESOLVED: That the new Asset Register format be adopted. The Chair thanked Cllrs Cowie and Hughes for their work in reviewing and updating the Asset Register.
9. Parish Matters – REF 26/93
• Keelby Gala – It was agreed that the Gala had been a great success. A significant amount of positive feedback had been received, attendance had been good, and the stalls had done well. As this was the first year that the Council had organised the event there are things to learn from which would help improve the Gala in future years. The Clerk reported that the event had raised £437, although one outstanding invoice remained to be paid. Cllr Soar thanked everyone for the additional support she had received in organising the event. It was agreed that a date for next year's Gala should be set as soon as possible to enable stallholders to be invited and bookings secured at an early stage.
• Village green seating area – Cllr Turner circulated three quotations for the proposed path from Wivell Drive to the car park adjacent to the school. The quotations received were £16,240, £19,100, and £21,400. It was proposed and seconded that the Council should not proceed with the works due to cost. A vote was taken and the proposal was carried unanimously. RESOLVED: That the Council would not proceed with the proposed path works. Cllr Turner circulated four quotations for the seating area. Three quotes were for the circular path round the Christmas tree, a path to the car park and a path to the noticeboard. These were £6832, £9135 and £12,698. The fourth quote of £2875 was for 4 concrete bases for the benches only. After discussion it was decided that Tarmac is the preferred option which was supplier C. It is hoped that most of these costs can be funded by a Lottery Grant. It was proposed that we go for supplier C but if we aren’t successful with the grant we go with supplier D. This was seconded. A vote was taken 8 for and 1 abstention.
• Remediation work on trees on St Annes and village green – Cllr Cowie reported that there is a dead tree on the village green, and there are two trees on St Annes that require some remedial work. Clerk to contact the Lincolnshire County Council arborist to see if he will attend to give his views on them. Council was reminded that if a tree is removed a new tree must be planted its place as per our tree policy. Clerk to ask for advice on where to plant a replacement tree. Cllr Wright advised that one of the apple trees in the community orchard has also died but he has a replacement one that he will plant in its place. A large piece of willow has come off a tree opposite the junction of Cotham Gardens and Riby Road. It has been cleared from the path and if it is not removed Clerk to write to the resident to ask them to do so.
• Tree stump on The Limes – Cllrs Cowie, Day and Bentham agreed to meet to remove the tree stump.
• Bus service to Immingham – A reply to the letter written to Stagecoach has been received saying the service would not be viable.
• Draft Lincolnshire Transport Plan – Cllr Wright encouraged everyone to complete the survey. It has been shared on Facebook in the hope that residents will do the same. Cllr Wright will do a response on behalf of the Council. Cllr Beedham offered to help any residents who may not be online to complete it.
10. To receive any reports and updates from external organisations - Ref 26/94
• Sports Association –
KSA and KPC Agreement – The updated agreement has been supported by the KSA. Cllr Turner advised of the revised wording that has been suggested by KSA. It was proposed and seconded that these changes were approved. A vote was taken and the proposal was carried unanimously.
KSA accounts 25-26 for information – these will be circulated and noted at the next meeting.
Clerk advised that there is £1074 remaining in the budget for maintenance at the KSA
• Village Hall - The Village Hall Committee had advised that they were grateful to be benefiting from the gala proceeds. Cllr Wright reported that, when he wrote to Singleton Birch requesting raffle prizes, he mentioned that the Village Hall was raising funds for the clock restoration. Although Singleton Birch had been unable to offer a raffle prize as they had not met in time, they expressed an interest in supporting the clock restoration. Cllr Bentham agreed to take this matter to the next Village Hall Committee meeting.
• Library & Youth Club – Cllr Beedham advised that Cllr Bentham has resigned as trustee for the youth club. She expressed thanks for all that he had done. A lease has still not been received; it is being held as they are trying to get some funding from the youth services. The annual review has been completed, and the library services are happy with the way it is operating.
• Allotments – nothing to report
11. Correspondence - Ref 26/95
An email has been received from Cyden Homes asking about the grass cutting on Stallingborough Road between the footpath and the hedge. The clerk had advised that it is thought that this area is the responsibility of Highways. Cyden Homes are going to see if they can arrange for it to be cut and then will contact us again to see if we would then be willing to keep it tidy. It was decided that when it had been cut, we could review it to see if it is something that we are able to do. Clerk to ask Cllr Bean if he can assist with establishing who is responsible for maintaining it.
We have been approached by a resident on Pelham Crescent asking who owns the grass in front of their house. It appears from the plans we have that it is Highway’s land as it is included in our LCC grass cutting agreement. She is asking if the parish council are interested in adopting or taking ownership of it. It was RESOLVED that the council are not interested in adopting it, so they need to clarify ownership with LCC.
An email has been received about the bad state of the paths. The council agree and have raised it many times with West Lindsey. Clerk to ask Cllr Bierley if he will raise it again for us.
We understand that there has been an incident at the park which has resulted in a child getting hurt. It was advised that the pedestrian gate had previously been modified following recommendations arising from the Council's RoSPA inspection. The original spring mechanism had been removed, as it allowed the gate to open to 180 degrees and was identified as presenting a potential trap hazard. A gate stop had subsequently been installed to restrict the gate opening to 90 degrees in accordance with the recommendations. It was reported that the child had allegedly pushed the gate, causing it to strike the gate stop and rebound, resulting in the injury. The Council agreed to post on Facebook reminding users to take care when using the gate. It was also agreed to investigate the installation of additional warning signage at the play area. Cllr Wright to do a general update on using the equipment in the park.
A resident has informed us that they have received 2 tyre punctures because of nails that have been left in the road by the company renovating the Kings Head. Cllr Wright has contacted Stonegate and is waiting for a reply.
