Minutes of the Keelby Parish Council Meeting
held in the Village Hall on Tuesday 2nd June 2026 commencing 7:00pm.

1. To receive apologies and reasons for absence – Ref 26/71 – Apologies were noted from Cllr Bedwell and Cllr Lawrence
2. To receive dispensations and declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of interest - Ref 26/72– none
3. Public Question Time – Ref 26/73
A query was raised about the hedge and nettles encroaching onto the footpath on Victoria Road. Clerk to send a letter to request that the nettles be cut back now and the hedge after the nesting season. The resident asked about Cllr Lawrence. It was confirmed that she is a West Lindsey District Councillor with Cllr O Bierley. The bus service was raised, and it was confirmed that letters had been sent to Stagecoach and LCC so nothing further could be done at this time until responses have been received from them.
4. County Councillor’s Report - Ref 26/74
Cllr Bean reported that the overgrown verge on South Street is ongoing. The lime trees on Riby road have been referred back to the tree officer at West Lindsey to see if they can be cut back further. It was noted that not all the trees had been done anyway. Basal growth will continue to be cut by ourselves. Nothing further has been heard about moving the bus stop on Riby Road. Gully clearance was requested in various locations in the village. Cllr Bean confirmed that Hex grass mats would not be supplied by LCC. Cllr Bean had asked about the advertising cycles at the entrance to the village. Highways said that they didn’t see them as a problem. Clerk to contact the company and ask them to remove the signs and say that if they are not removed within 1 month, we will remove them. Cllr Bean had asked if the footpath at the new development was within specification and had been told that it was. He will go back to them and ask if a graded footpath could be laid and Cllr Bierley to also ask at West Lindsey. The parking restrictions at the cemetery have been passed so will be put into place when a team is available to do it. A decision on the local government re-organisation should be made in July. The bus service review is still ongoing.
5. District Councillor’s Report - Ref 26/75
The report from Cllr Bierley had been previously circulated and was very comprehensive. A Guide on the local government re-organisation is likely to be issued in June and the final decision to be made next year. The 5-year review of the Central Lincolnshire local plan has commenced so we may want to align the review of our Neighbourhood Plan with this.
6. To approve the minutes of the Parish Council Meeting held on 5th May - Ref 26/76
It was RESOLVED that the words ‘concerns about the content of the asset register and clarity were raised and hence a review will be taken for 2026’ were included in the minutes of 5th May. With this statement included it was RESOLVED that the minutes from the meeting on 5th May are a true record of the meeting and were signed by the Chair.
7. Clerk’s Report – Ref 26/77
A second KSA representative is outstanding from the last meeting. Cllr Dannatt agreed to continue as a KSA Representative. The cleaning of the bus shelters and signs. This hasn’t been completed yet although the bus shelter had been looked at and the perspex is scratched so cleaning it may not make a great difference. Two road signs on the Barton Street that were overgrown have been cleared. Cllr Wright thanked Cllrs Day and Cowie for clearing paths and Topper Lane. No prices have yet been received for the cutting of the brambles next to the footpath to the A18 from Maple Avenue.

Review and approve asset register: Cllr Wright had reviewed the play equipment, and a swing set was replaced so this needs to be removed from 30.10.23. The query regarding the notice boards have been resolved as they are still in place so should remain on the register. Discussions took place surrounding assets, depreciation and renaming assets. Cllr Wright confirmed that in line with our regulation’s assets are not depreciated and are listed as purchase cost. Cllrs Cowie and Hughes agreed to review the register and bring back to the next meeting for approval. Clerk to forward the regulations regarding the asset register to Cllrs Cowie and Hughes.
Keelby Brownies Grant: - it was RESOLVED to approve the grant of £200. This will be on the payment schedule in July.
9. Parish Matters – REF 26/79
• Keelby Gala – we have 20 stalls confirmed, bar, coffee trailer, ice cream, band, dog show and dancing. We need raffle prizes as this will boost the profits. We are still waiting for confirmation of the lorry trailer. We still need a cake stall and a few suggestions were made. It was decided to use the parish council PA system. Gala advertising should now show that all proceeds will go to the village hall.
• Village green seating area – this is still ongoing no prices have been received. A message has been left with the school. It was suggested that a tarmac company should be asked to quote for the path.
• Cemetery remodelling – this will be deferred until the position is known about the cemetery
• Parking on verges – discussions took place regarding the damaged verges in the village due to vehicles parking on them. It was decided to write an update on this and ask residents to be considerate but acknowledging that most households have more than one car. Cllr Cowie to price up the hex mats.
• Paddock for cemetery extension – The land has been listed for sale. The owner of the land has informed us that they have received multiple offers so it is likely a sale will be agreed in the next few days. It is now thought that the land is sold subject to contract. It was RESOLVED that no action or statement would be made by the council at this time.
10. To receive any reports and updates from external organisations - Ref 26/80
• Sports Association – The agreement between the council and KSA is due to be reviewed. The signed copy was circulated beforehand. It was proposed and seconded that the water storage tank should be included with a 50/50 split between the KSA and the Parish Council. Cllr Dannatt queried that this document had been changed since it had been signed last year. Cllr Turner confirmed that it was the original version. This will now be taken to the KSA AGM at the end of June so Cllr Dannatt to notify council of any alterations he finds before this meeting. Annex A also needs to be signed and dated on the updated version. Cllr Dannatt asked if the joinery work could now be done at the pavilion. Clerk to update on the budget situation at the next meeting.
• Village Hall – The village hall asked for confirmation that they would receive funds from the gala. As the youth club has now closed it was RESOLVED that all the profits would now go to the village hall.
• Library & Youth Club – The library is running nicely but still have no lease. The youth leader has left and there is no interest in the vacancy.
• Allotments – The new fencing has now been completed nothing further to report.
11. Correspondence - Ref 26/81 –
• An email has been received from a resident interested in purchasing the land on South Street and wanted to know the position with the gifting of land to the parish council. Cllr Wright will respond saying we are not able to advise on our position until further details are received.
• An email has been received regarding the long grass outside the Coop. This has now been resolved.
• Notifications have been received for road closures in the village
• Confirmation has been received from the Coop advising that we have been successful in our application for community champions. There is a voting process and any money raised will not be received until 2027.
• An email has been received regarding the unadopted land on Maple Avenue. We are gathering quotes for this work which wouldn’t be done until after the nesting season.
• There has been a change in legislation and councillors’ addresses are to be removed from the register of interests on the website. If councillors want to opt in and have their addresses published, they must complete a form.
• A resignation has been received from Councillor Darwood, which will take effect following the July meeting. The Council regrets having to accept her resignation, but it is hoped that someone is interested who can be co-opted to fill the vacancy. The Clerk will check whether the co-option process can be commenced immediately.
