Minutes of the Keelby Parish Council Meeting
held in the Village Hall on Tuesday 28th July 2026 commencing 7:00pm.

1. To receive apologies and reasons for absence – Ref 26/99
Apologies were noted and accepted from Cllr R Bedwell and Cllr M Soar
2. To receive dispensations and declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of interest - Ref 26/100 – none
3. Public Question Time – Ref 26/101
A resident thanked Cllr Turner for organising a successful Twinning BBQ. It was also noted that a long standing volunteer, who has contributed significantly to the village, will soon be leaving the village. It was agreed council would send a letter to Mr Watson thanking him for his work.
4. County Councillor’s Report - Ref 26/102
Cllr Bean advised that the Local Government Reorganisation will be going ahead from 2028 and Keelby will fall into the Rural Lincolnshire area. This means that Cllr Bean will not be able to continue as our County Councillor. Cllr Bean has investigated the site traffic that is coming through the village and has been advised that additional signage will be erected. A job has been raised to carry out work on paths on Barton Street, Broadway and Pelham Crescent. Riby Road trees, the tree officer wasn’t aware that the work had been paused however it cannot be done now as it is bird nesting season. Further enquiries are going to be made with West Lindsey. Highways have not come back regarding the uncut area between the path and the field on Stallingborough Road. Cllr Bean will follow this up when the officer is back from leave. Cllr Bean will find out if the basal growth on Broadway can be cleared as it is overhanging the footpath. The new double yellow lines on King Street do not look like they have been finished. Cllr Bean will follow this up and also why there are no yellow lines in front of the church.
5. District Councillor’s Report - Ref 26/103
The report from Cllr Bierley had been previously circulated and was very comprehensive. The budget consultation has commenced for next year. Cllr Bierley advised that there has been a report of speeding on St Annes Road and Churchill Avenue and a complaint about a unkept garden on Wivell Drive. The District Council have been thanked for their help with the gala by providing bins. It was pointed out that 500 tonnes of food waste has been collected which has reduced the refuse in the black bins. Some fly-tipping in Roxton Woods had been reported and has been removed but there is now more. A litter bin located on the village green has been set on fire. Cllr Bierley will follow this up.
6. To approve the minutes of the Parish Council Meetings held on 7th July - Ref 26/104
It was proposed, seconded and RESOLVED that the minutes of the Parish Council meeting held on 7th July are a true record of the meetings and were signed by the Chair. Cllr Hughes confirmed that he is happy to review the asset register.
7. Clerk’s Report – Ref 26/105
No reply has been received from Clifford Lax regarding the old Spar Shop. Clerk will follow this up. The clerk has contacted the company with the advertising bikes at the entrances to Keelby. They have not replied to any messages so they have been informed that they will be removed.
There are still 3 unclaimed raffle prizes from the gala. Pink 116-120, Green 141-145 and Green 151-155. The fallen willow branch has now been cleared by a councillor. The resident has responded to our letter and said that the tree does not belong to her. Cllr Cowie will speak to the resident. Tom Gissing to be asked to look at this tree as well when he comes to look at the other ones.
Cllr Wright had not had a response from Stonegate regarding the contractor working at the pub leaving nails in the road. There is now 24/7 security on this site.
8. Financial Matters – Ref 26/106
The payment schedule was checked by Cllr Bentham. It was proposed, seconded and RESOLVED to approve the payments. Cllr T Wright signed as Chair

9. Parish Matters – REF 26/107
• Village green seating area – The grant application is currently in progress.
• Remediation work on trees on St Annes and village green – Clerk has sent Tom Gissing photos and What3Word locations for these and is waiting for a response
• Hubert Ward House – This is now empty. Clerk was asked to write to the owners to ask what their plans are for this property.
• Parking Cissplatt Lane junction – There are ongoing issues. Parking for temporary events like the gala will need to be managed better. It was felt that a larger mirror could improve the situation. Cllr Hughes to look at this and bring a proposal to the next meeting.
• Bramble clearance next to the path from Maple Avenue and Barton Street – clerk had made some enquiries to see if this could be initially cleared by a tractor which would then enable council to keep it maintained. This will not be done until September.
• Consider request to use village green for an event – Nothing further has been received from the resident, which is likely due to the cost associated with obtaining public liability insurance. As a result of this enquiry, a General Update has been drafted on this subject.
It was suggested that a Facebook post be done with links to our website to advertise these updates.
10. To receive any reports and updates from external organisations - Ref 26/108
• Sports Association – The KSA and KPC Agreement has now been signed by both parties. The KSA accounts for 25-26 have been circulated. Unfortunately, there is a lot of vandalism on the site but there is very little that can be done about it.
• Village Hall - The Village Hall are holding a cinema event on 5th September. If this is well received, they may hold more in the future and serve refreshments.
• Library & Youth Club – Cllr Beedham advised that an intruder alarm has now been fitted but the lease has still not been received.
• Allotments – nothing to report
Cllr Dannatt advised that he had sprayed the bin store at the cemetery, but the area needs cleaning along with the bins. Clerk to ask the handyman if he could look at this. Cllr Cowie will look at clearing the raised bed in the cemetery. Cllr Day noticed that some of the drains on South Street are full of gravel. This may be due to the contractors. All blocked drains should be reported on FixMyStreet.
11. Correspondence - Ref 26/109 – a cemetery enquiry has been received which the clerk replied to. A request has been received from the Methodist Church to borrow one of our party tents. Cllr Turner has agreed to oversee this.
