3. Public Question Time – Ref 26/115

A resident notified the council that the drainage board are coming to clear the beck.  They also raised concerns about the lack of public transport to Immingham for the doctors.  It was stressed that all residents must continue to request appointments at Keelby and if possible, not accept appointments at Immingham.  It was agreed that an update on the services provided by Roxton Practice should be obtained. Cllr Wright to be asked to provide this. The bus service remains under review; however, it is likely to take some time before an outcome is reached.

4. County Councillor’s Report - Ref 26/116

Cllr Bean had seen some of the comments on Facebook regarding the drains in the village.  He has asked that residents report all these on FixMyStreet and if an unsatisfactory response is received, he will follow it up, but he will need the FixMyStreet reference number.  Clerk to ask him to follow up the Victoria Road drain as this has now been reported twice and on both occasions the response has been that it will be done on the next scheduled visit.  Clerk to ask Cllr Bean if he can find out when the gully cleaner is next due in the village.

5. District Councillor’s Report - Ref 26/117

The report from Cllr Bierley had been previously circulated and was very comprehensive.  Cllr Bierley reported that the planning for the Grange Farm Solar Farm has been approved.  The term is for 40 years and a lot of work will be done to mitigate the impact, and planting has been done to screen the site.  WLDC has agreed a community benefit policy to ensure that the community will benefit and not just the operator.

6. To approve the minutes of the Parish Council Meetings held on 28th July - Ref 26/118

It was proposed, seconded and RESOLVED that the minutes of the Parish Council meeting held on 28th July are a true record of the meetings and were signed by the Chair.

7. Co-option of Councillor – Ref 26/119

There has been no interest in filling the vacancy.  Councillors were asked to try and think if they know anyone who may be interested.

8. Clerk’s Report – Ref 26/120

The render at the old spar shop has now been tidied.  A reply has been received from Amplius the owners of Hubert Ward House saying that their preferred option is to dispose of the building.

The bins at the cemetery have been cleaned by our handyman and he will also paint the gates to smarten them up.

The new mower has still not arrived. The supplier has apologised for the delay and has cancelled the order with their supplier, as he was dissatisfied with the service received. Discussions took place regarding whether a new mower should be purchased at this time.  It was proposed that we should delay purchasing a new mower until January. The proposal was seconded and put to a vote, with all members voting in favour.  RESOLVED that we delay purchasing a new mower until January.

The Clerk advised that there are a number of policies requiring either adoption or review. It was agreed that one policy would be considered at each meeting until all policies are up to date. The play area inspection report has been received and all the items picked up were low risk and the advisories will be monitored.

• WLDC Community Grant Scheme

This grant scheme is open and Cllr Bierley strongly recommended that an expression of interest is submitted.  It was agreed that another party tent would be useful, some additional speakers for the PA system, more bollards to enable us to arrange parking next year, extension lead and steps for the stage.  Cllr Bierley also suggested that a new mower could also be included.  Clerk to put together a list and submit an expression of interest.

10. Parish Matters – REF 26/122

• Report on damaged trees

The arborist from Lincolnshire County Council has looked at the various trees in the village that are causing concern. Their comments follow: -

St Annes Road - the suppressed rowan tree outside number 4 will be removed due to its canopy being over 50% dead, removing the deadwood would only leave an asymmetrical canopy leaning towards the footpath.  LCC will remove this and replant with a similar specimen using their 'right tree right place' policy

Willow tree past the paddocks- is not LCC ownership, the tree appears physiologically healthy and appears to have branch failed due to mechanical tension , very common on willows which become pendulous when high count of foliage grows on the branch tips, this does not appear as a hazard to the highway right now. Will reinspect this next year.

Dead tree on Village Green - The tree appears to have been supressed by drought and is now dead. I always recommend removing a dead tree in public spaces especially a park. Clerk to get some prices to get the tree removed and the stump ground out and to just get the stump ground out.

Vandalised tree on Village Green – A multi-stemmed cherry tree appears to have been subject to vandalism. The arborist advised that the tree should survive at present; however, if further bark is stripped, it is likely to kill the tree above the damaged area, as this prevents the tree from receiving the sugars it needs. It was recommended that some form of protection be provided. The Clerk had previously circulated a report outlining options for protecting the tree. It was RESOLVED that the Clerk contact the arborist again to seek advice on wrapping the trunk, as the tree is particularly wide and protecting it is not straightforward.

• Parking Cissplatt Lane junction

Cllr Hughes had previously circulated a report on replacing the mirror at the junction for a larger one.  To purchase a 900mm mirror, steel post, end cap, U-bolt pole mounting kit, and 3 bags of postcrete the cost would be £369.05.  It was proposed, seconded and RESOLVED to replace the mirror.  The damaged chevron sign has been reported twice on FixMyStreet but has not yet been sorted.  Clerk to forward this to Cllr Bean to follow up.

It was reported that the give way sign at the junction of Yarborough Road and Brocklesby Road will be replaced.

11. To receive any reports and updates from external organisations - Ref 26/123

• Sports Association – nothing to report other than the site is still having issues with vandalism.

• Village Hall - The painting has been completed.  Finances still the same, some money is ring fenced for various projects.  There is a film show next Saturday – The Greatest Showman and there are a few tickets left.

• Library & Youth Club – The library trustees have met with Youth Services, and the trustees have decided that they would no longer oversee the youth club.  There will be an outside organisation take over the Youth Club.  The library should soon be getting the lease now that this has been decided.

• Allotments – nothing to report

12. Correspondence - Ref 26/124

An email has been received from a resident raising concerns about drains, overgrown hedges – especially the Barton Street.  It was noted that the hedge where the paddock is for sale obstructs the footpath.  The bin on the village green that has been on fire, lamppost at the school car park, and gully cleaner.  The drains have previously been discussed.  It was decided that all overgrown hedges should be brought to the next meeting to allow residents time to cut them now the bird nesting season is over.  The clerk will then write to residents.  If they are still not cut, they will be reported to LCC who have the power to cut the hedge and seek reimbursement from the owners of the hedge.  Cllr Bierley will follow up on the bin at the village green.  Clerk to put the lamp post on FixMyStreet.

Clerk reported that the shed door at the cemetery has broken.  Clerk to follow up with Cllr Wright as the handyman thought he was arranging for repair.

13. Planning matters – Ref 26/125 – WL/2025/00667 This application has been approved by WLDC the NE Lincs application was approved in April.

14. Items for consideration at the next meeting – Ref 26/126 – Christmas event – councillors to make some preliminary enquires so a decision can be made at the next meeting.

Asset register, hedges and brambles on footpath between Maple Avenue and the Barton Street.

15. Time and date of next meeting – Ref 26/127 – Tuesday 6th October 2026
