Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 4th November 2020 at 7.00pm
Those present: Councillors D Ash, T Bentham, C Wakefield, T Wright, S Knight, P Baillie, 
P Everitt, P Wilks, J Indian, K Stark, P Briggs (Chair).

Email received from resident about Road Safety.
6. Public Question Time 10 Minutes Ref 20/089
Hedge – no change.  A councillor has spoken to the resident.  
Still not clear that questions should be raised prior to meeting.  Clerk to put clearer notices on website and noticeboards.

No reports received.
8. District Councillors Ref 20/091
Report received via email. 
9.  Clerk’s Report Ref 20/092
Clerk has been working on tasks designated at the last meeting but has nothing additional to update the parish Council on.  
10. To Receive any reports from external organisations Ref 20/093
Library – No report as the library has been closed.
Youth Club – Revised proposal received for social distancing, but irrelevant as it has had to close.
Village Hall – Closed from Wednesday 4th November 2020.

Sports Association – Planning Application: Parish Council unable to comment but can inform clubs to submit comments.  Pavilion must be closed from Thursday 5th November.  Football at levels 3-7 is being suspended.  Cllr Indian stated that the running of water should be explored and undertaken.  Cllr Knight asked for clarification on whether tennis activity should be halted in line with National guidelines.  Cllr Indian proposed that the field remains open, let it go ahead.

The meeting scheduled for Sunday will be cancelled.
Cllr Everitt raised concerns about litter and debris on the field.  He got tangled up in fishing line that was across the field and had a lead weight on one end.

12. Planning applications and decisions received Ref 20/095
The application for a development on Yarborough Road has been refused.
Barton Street – lots of comments received.  Cllr Briggs stated that parking isn’t sufficient for the style of housing.  
13. Neighbourhood Plan Update Ref 20/096
 No further forward.
14. Parish Matters – to receive any report or consider any appropriate action Ref 20/097
Cemetery – Cllr Baillie proposed that a wall be built to hide the bins and hardstanding to make the cemetery more attractive for burials.  Also, move the tap to nearer the entrance as a soakaway can be accessed there.  
Cllr Everitt proposed that the bins be enclosed on three sides.

Grounds Maintenance – concern that the church yard has not been cut
Proposal that the church yard be given back to PCC to give them the grass cutting responsibility. Cllr Everitt to confirm issues to Clerk prior to letter being written.

Allotments – nothing to report.
War Memorial    - No Remembrance Service due to lockdown.  Cllr Briggs to take wreath to Memorial at 11am to lay on behalf of the Parish Council.  
Play Equipment – Cllr Briggs asked the Clerk to check if flooring can be altered if play equipment is changed.  Park Sub-committee to explore new equipment for existing play area.   
15.  Gate on Roxton Avenue Ref 20/098
Resident has informed Cllr Everitt that horse riders are accessing the public footpath as the gate is rotten, enabling them to get though what should only be a public access gate.  LCC are responsible.  Clerk to send letter to LCC.  
16. Mill Lane Ref 20/099
Large waggon (Travis Perkins) travelled down the lane, causing damaged and knocking two bollards over which are in the pedestrian safety area.  WLDC refuse waggon always reverses down the lane and have destroyed the surface.  
Clerk to contact Highways and to write to WLDC regarding the refuse waggon.  
17. Car Parking Ref 20/100
Cars are being parked on footpaths.  Residents then must walk around them putting themselves in danger.  Cllr Ash proposed that a by-law be introduced to prevent parking on verges.  Clerk to approach Highways to establish how a by-law can be established.

18. Mower Service Ref 20/101
Going ahead as soon as possible.
19.  Doctors Surgery Ref 20/102
Cllr Briggs has received complaints about the lack of service at the surgery.  There is not a consistent message being given to residents which is causing confusion.  Keelby has been without a surgery for eight months.  Cllr Briggs & Cllr Knight have met with the practice manager.  They are prioritising Covid-19 issues and prescriptions.  Lack of service is due to lack of staff, so decision was made to concentrate services at Immingham Practice.  There is currently no date for the surgery to re-open for appointments.  
Cllr Indian proposed that we formally write to PPG to raise our concerns.  
Cllr Ash proposed that we write to the CCG as this has been going on for too long.  
Cllr Knight suggested that a member of the Parish Council become a member of the PPG. 
If no change in ten days, Clerk to write to CCG.
