Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 4th September at 7.00pm
Those present: Councillors P Briggs (Chair), D Ash, P Everitt, S Knight, M Funnell, T Bentham
In attendance: Cllr Bierley, Cllr Turner, 3 members of the public.
1 To receive apologies and reasons for absence Ref 18/98

2 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 18/99

3 To approve draft minutes of the Meeting of the Parish Council held on 24th July 2018. Ref 18/100
Resolved to approve as a true record.

4 Public Question Time 10 Minutes Ref 18/99
Damage to the railing around the War Memorial was reported.
Question asked by Trevor Wright on behalf of Keelby Sports Association; what is the intent with the proposal to change the working relationship with Keelby Sports Association.
Question asked on intent to share responses to the Parish Plan.
5 County Council matters Ref 18/100
Annual report from Police and Crime Commissioner has been distributed via email
North Wolds Newsletter to be distributed via email
6 Clerk’s report Ref 18/101
All apologies for absence for future meetings to be sent directly to Clerk.
The Chair reminded the Council that when a motion is passed, the council owns it.
Household waste: Correspondence received from Melanie Onn, Sharon Root (NELC) and Sir Edward Leigh in response to letter sent by Cllr Briggs. No clear resolution to the issue provided at this point.
Correspondence received from M Peacock requesting funding to support the Pensioners Christmas Lunch.
The Chair suggested that there be more signatories on the bank account to ensure cheques can be signed at each meeting.

7 District Council matters Ref 18/102
Report circulated via email prior to meeting.
Received request to supply a letter of support to Keelby Sports Association with regard to the Orsted funding application completed to resolve flooding issues on tennis court & bowling green.
Further to the discussion on household waste sites. Waste is a County Council responsibility. WLDC could receive an invite to the Select Committee to discuss this issue.
Keelby Clean Up held on 1st September. Report received that the bin located at Keelby Primary Academy was overflowing. Scheme would benefit from more volunteers.
Cllr Bierley asked if council would re-consider decision to publish grant information.
8.To receive any reports from external organisations Ref 18/103
A) Library / Youth Club – Both going well.
B) Village Hall – No meeting
C) Sports Association - Keelby Recreation Association failed to be established. Constitution and name to remain the same. KSA have asked to return to terms that were previously in place. Discussion of funding and the projected shortfall between running costs and the revenue received. Question asked if Council will still provide £3,000 funding each year to help cover the deficit. Cllr Funnell asked for confirmation that KSA want to return to original terms in full. This was confirmed. Funding being sought for CCTV. Broadband would be required at cost of £25.00PCM. CCTV would be linked to the Police.

a) Cemetery - nothing to report
b) Grounds Maintenance - Weed spraying has now been completed by LCC throughout Village.
c) War memorial – nothing to report
d) Allotments – AGM held on 4th August 2018. Cheque for £702.00 received for forthcoming years rent.
e) Play Equipment – RoSPA report received. Request that Wicksteed are invited to check equipment.
