Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 2nd October at 7.00pm
Those present: Councillors P Briggs (Chair), D Ash, P Everitt, S Knight, M Funnell, T Bentham, C Wakefield, P Baillie, S Large-Taylor, G Hirst (advised of late arrival)
In attendance: Cllr Turner, 1 member of the public. 
1 To receive apologies and reasons for absence Ref 18/109

Resolved to approve as a true record.

4  Matters Arising Ref 18/112
The letter of support for the Sports Association has been written and emailed to Cllr Bierley
Contact has been made with Wicksteed with regards to the play equipment.  Awaiting confirmation of a date & time a representative is able to visit and assess the condition.  
5 Public Question Time 10 Minutes Ref 18/113
Question asked with regards to the drainage issue on land adjacent to Riby Road; will the drain be modified?  Land owner reported finding a lot of brick material when clearing beck on his land.  Also reported smashed out catchment pit on Riby Road.  Cllr Briggs to ask the question about the drain.  
 A question was also asked about the current situation with the Alice South Charity and if the Parish Council are still involved.  The Chair stated that the Parish Council are not involved with the Alice South Charity and questions need to be addressed to the Trustees outside of this meeting.  
6 County Council matters Ref 18/115
All updates and reports have been emailed to Parish Councillors.
No questions or issues were raised.  
7  Correspondence Ref 18/114
Email received from WLDC with regards to voting locations.  This may feed into Keelby due to other local villages not having suitable venues.

8 Clerk’s report Ref 18/116
The Sports Association have officially invited all Parish Councillors to their Annual General Meeting on Sunday 14th September, 7pm at the sports pavilion.  
The need for a replacement safe was raised and the need to find a location for it.  A decision was made that the existing safe would be kept and relocated to The Library.

A large amount of documentation has been passed over from the previous Clerk.  Much of this documentation is historic and does not need to be accessed on a regular basis.  Investigations to be carried out to establish what other Parish Council do - enquire through LALC Forum.  Look into archive storage and the possibility of digitising the files.    
The Parish Notice board outside the Spar shop is in need of some attention; the back board is bowed outwards and it is difficult to attach documents to it.  Cllr Everitt to replace back board with the most suitable material.  
9 District Council matters Ref 18/117
Report circulated via email prior to meeting.
Cllr Bierley has suggested that the Parish Council appoint a representative to the Neighbourhood Plan Committee.  
10.To receive any reports from external organisations Ref 18/118
A) Library - going well.  
      Youth Club is going well. There were some activities provided during the summer holidays.  Sessions have increased from 50p to £1 due to the cost of craft materials.  Youth Worker is now being paid by bank transfer instead of cheque.    
B) Village Hall – New notice board outside.  Tickets for the dance on 6th October are selling fast.  Tickets are priced at £10.   
C) Sports Association - Nothing to report since last meeting.  Cllr Indian is leading on Pavilion improvements.

Application 138368 - concerns over access & egress and overcrowding raised.

13 Neighbourhood Plan Update Ref 18/121
No update offered.
Cllr Briggs stated the need to be pro-active in supporting the Neighbourhood plan. 
Cllr Knight highlighted that the previous Clerk chaired meetings.  
Clerk to take on responsibility to keep momentum.  
14. Parish matters – To receive any report or consider any appropriate action Ref 18/122
a) Cemetery  - wasp nest found and removed.  Cllr Everitt asked about status of church cemetery, requesting confirmation it was closed.  Also queried if Parish Council are receiving payment for cutting the grass.  Clerk to establish hours spent by P Ney cutting the grass so invoice can be issued.   
b) Grounds Maintenance  - Clerk to write to cadent to request storage containers are removed from Village Green and relocated to the old tennis courts for the duration of the works.  
c) War memorial – Damaged railing requires welding.  Clerk to obtain quote from Hodson & Kauss.  
d) Allotments – Lease has been handed to Cllr Indian.  Cllr Briggs re-emphasised that any updates with regards to the sale of the land will be sent directly to the Allotment Association.  
e) Play Equipment – nothing to report.  Clerk to contact Newby Leisure to obtain quote for replacement equipment.  Discussion on new flooring and the possibility of having a sprayed rubber floor to replace the current tiles.  
Cllr Everitt has obtained two quotes so far for the tree in the play area.  Lindsay Tree Services have advised that the tree be removed as it is an Elm and dutch elm disease will take hold in a couple of years.  The third quote is expected in the next couple of weeks.  Further update will be provided at the next meeting.

16 Parking Ref 18/124
Cllr Ash raised the issue of parking within the village and his concerns over residents parking on junctions and grass verges.  The question was asked if it would be a viable option to remove the grass verges and replace them with parking bays.  Cllr Briggs highlighted damage being caused to pavements from cars being parked on them.  Concerns were raised over Broadway and the lack of visibility at junctions due to parked cars.  Cllr Funnell stated that the issue should be reported to Lincolnshire County Council.  Clerk to contact Lincolnshire County Council to report issue and request parking enforcement officers visit the village.  
Concern was also raised about the parking around the village green by school staff and the future maintenance of the area.  

17 Mill lane inspection hatches Ref 18/125
The hatches have become covered over due to a cable being laid for a no entry sign and a telegraph pole being installed.  Soil was levelled after jobs were completed and hatch was covered.  Clerk to write to highways to ask them to resolve.  
Clerk to write to highways to report the broken manhole outside 2a Riby Road.
