Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 4th November at 7.00pm
Those present: Councillors D Ash, P Everitt, S Knight, M Funnell, T Bentham, C Wakefield, P Baillie, Cllr Indian, P Briggs (arrived late).
In attendance: A Burnett (Clerk) Cllr Bierley, 6 members of the public. 
Councillor Ash asked asked for approval to take the role of Chair for the meeting in Cllr Briggs absence.

Cllr Turner, Cllr Hirst who is away on business.
2 To receive declarations of interest under the Localism Act 2011 – being any pecuniary  or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.     Ref 18/129

3 To approve draft minutes of the Meeting of the Parish Council held on 4th September 2018. Ref 18/130
Correction: Cllr Baillie received a cheque for £29.95 in payment for removal of wasps nest in the cemetery, not £50.00 as stated.   
Resolved to approve as a true record.

4  Matters Arising Ref 18/131
None were raised.  
5 Public Question Time 10 Minutes Ref 18/132
Question asked if residents are to be consulted before anything new is placed in the play area.  Cllr Indian stated that the area is designated for 1-5 year olds and will contain small equipment.  
Parish Council were thanked for the letter of support written for Keelby Sports Association.  Parish Council were asked if the pavillion development is still going ahead.  Cllr Indian confirmed it is, but there is a need to obtain alternative quotes.  Clerk to collate plans so scheme can be reviewed and sources of funding identified.    
6 County Council matters Ref 18/133
All updates and reports have been emailed to Parish Councillors.
7  Correspondence Ref 18/134
Request for funding towards the Village Hall has been received.  To be discussed at the meeting in December.

8 Clerk’s report Ref 18/135
Clerk has been unable to locate any reference to the ongoing financial support of £3,000 to Keelby Sports Association.  Cllr Bierley has provided the reference point for the minutes.  To be discussed further at the meeting in December.  
Cllr Briggs has received a request for support with marshals on Remembrance Sunday.  Councillors asked to volunteer to help - Cllrs Everitt and Ash volunteered and agreed to help.  
9 District Council matters Ref 18/136
Report circulated via email prior to meeting.
Cllr Bierley thanked Clerk for the quality of the minutes for the meeting held in October.  Also thanked Parish Councillors for their representation on external bodies as detailed in the minutes.  
Cllr Beierley reported that there has been a complaint about a cockerel being very loud in a highly populated area of the village.  This matter has been resolved.  
Caddle Road/Riby Road corner (2a) hedge has been cut, as has the one on Woodlands Avenue.  
South Street- there is an issue with an overgrown hedge, pine needles and moss on the pavement.  
Bench located at North End is broken.  
Wheelie bins over ten years old - Cllr Bierley is able to help residents obtain a new wheelie bin or to facilitate the repair of their current one if it can be fixed.  Everyone is entitled to a serviceable bin.  
Luncheon club is highly attended and very successful.  
Cllr Everitt raised the issue of the condition of the dog waste bins - can they be replaced. Cllr Bierley to make necessary arrangements to have them replaced.  
Cllr Baillie asked that refuse collectors be reminded to handle wheelie bins with care.
10.To receive any reports from external organisations Ref 18/137
A) Library - Actually costing slightly more than anticipated as Parish Council are responsible for repairs and not Licnolshire County Council as hoped.  Cllr Everitt asked for clarification on repairs - this will be maintenance related issues, not structural.  
      Youth Club good attendance. 30 children attended the recent Halloween party.  Youth worker is keen to have a Christmas party.  3544.98 in hand as of 31/10/2018.  
B) Village Hall – request to Parish Council for funding for the roof - to be discussed at December meeting.  Village Hall Committee have already raised £2,500 of the £5,00 needed.

C) Sports Association - both quotes received for pavilion development have been reduced by £20,000, but they are still high.  Wren funding needs to be applied for by January 2019.  This has proved to be a bigger job than expected.  AGM held 14/10/18.  All clubs suffering from a drop in membership.  This means a drop in subscriptions which means funding will have to be sought from elsewhere.  Representatives and officers were appointed.  Cllr Beirley suggested that they get involved with WLDC lottery.  Cllr Everitt noted that it is used heavily and asked if this brings in additional revenue.  Beyond team subscriptions, no additional revenue is gained.  External clubs & organisations do pay a hire fee.  Clubs are now maintaining equipment.  Tournaments generate income for the clubs which enables them to pay their subscriptions.

Councillor Bentham proposed that £150 be gifted for the pensioners Christmas lunch.

12 Planning applications and decisions received Ref 18/139
Application 138335 - no comments or objections   
Application 138502 - concerns over access & egress and overcrowding raised.  
Planning Decision 138253 - Report states no information received from Parish Council. Clerk to contact WLDC to state that we did make comment.
13 Neighbourhood Plan Update Ref 18/140
No update offered.
Cllr Bierley has sent information to the Clerk in readiness for future meetings.

14. Parish matters – To receive any report or consider any appropriate action Ref 18/141
a) Cemetery  - nothing to report.   
b) Grounds Maintenance  - Cissplatt lane has been cut.  good comments received from residents.  Cllr Everitt has spoken to handyman with regards to basal tree growth.  Village green to be cut if weather stays dry.  Cllr Everitt mentioned that the bench on Riby Road is also broken.  A resident has said he can access funding for a new one, so there may be a chance to make one good out of the two to be sited at North End.  Leaves need to be cleaned from road gutters.  Cllr Bierley to request from WLDC.  If handyman is to clear leaves, the waste can be combined with basal growth cuttings.  This will need to be disposed of at Copes in Grimsby which is chargeable.  
c) War memorial –quote received from Hodson & Kauss.  Cllr Briggs has given consent prior to this meeting to proceed in preparation for Remembrance Sunday.  
d) Allotments – Chair of Allotment Association has reported that a section of fencing has rotted away and horses are leaning over to eat produce.  Measures have been put in place, but the horses can still reach over.  Cllr Bentham to look into the matter.  
e) Play Equipment – Cllr Everitt & the clerk reported that the visit from Wicksteed had gone well.  They were informed that replacements parts are available for all of the equipment and that a modern rubber surface can be laid on top of the current tiles.  The elephant can be repaired as a fixing plate can be supplied.  The largest climbing frame will need to be replaced due to the failure of several moving parts.  Wicksteed are to provide a quote for the above works.    
Cllr Knight suggested that a quote to replace all of the existing equipment is obtained.  Cllr Indian stated that priority should be given to instate the under 5's area.  Cllr Bentham suggested the floor should be made safe before looking at the under 5's area.  Cllr Briggs proposed that when Clerk receives the quote, another two are obtained straight away so this matter can be progressed ready for the next meeting.

Three quotes requested for tree removal; three companies attended, two supplied a quote, third unable to quote. 
Quote 1: cost of £1,500 with tree stump to remain. 
Quote 2: cost of £1,750 for total removal of tree.
