Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Monday 3rd December at 7.00pm
Those present: Councillors D Ash, P Everitt, S Knight, M Funnell, T Bentham, C Wakefield,  P Baillie, J Indian (Chair), S Large-Taylor, G Hirst.
In attendance: A Burnett (Clerk) Cllr Bierley, 5 members of the public. 
1 To receive apologies and reasons for absence Ref 18/143
Cllr P Briggs.
2 To receive declarations of interest under the Localism Act 2011 – being any pecuniary  or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.     Ref 18/144

3 To approve draft minutes of the Meeting of the Parish Council held on 4th September 2018. Ref 18/145
Corrections: Caddle Corner has not been cut as stated.  Agent needs to be contacted.  
             The Youth Club has £544.98 in hand and not 3544.98 as stated.  
              The Village Hall have raised £2,500 of the £5,000 needed.
Resolved to approve as a true record with the above corrections.

4  Matters Arising Ref 18/146
None were raised.  
5 Public Question Time 10 Minutes Ref 18/147
Reports that the footpath in the cemetery is starting to break up.
6 County Council matters Ref 18/148
All updates and reports have been emailed to Parish Councillors.
Grit bins have been filled.  Advised that they need to be empty of debris otherwise they will not be refilled.  
7  Correspondence Ref 18/149
Email received from a residents asking for the position on dogs off lead within the village.  Dogs are required to be on a lead with collar and ID tag whilst on the pavements in the village, but can be off lead on the open areas such as the village green as owners clean up after their dogs.  
Request for funding towards the Village Hall has been received.  To be discussed at a future meeting once a quote has been obtained. 
Letter received from Citizens Advice Bureau asking for financial support towards running costs.

The Lions have offered to replace the bench at Riby Road.  Cllr Everitt has accepted the kind offer and will collect and install the new bench.  
8 Clerk’s report Ref 18/150
Clerk passed out copies of the budget spent so far for this year to enable a draft Precept to be set.  Councillors asked for grass cutting to be added on.  Figures for 2018 budget to be followed.

9 District Council matters Ref 18/151
Report circulated via email prior to meeting.
The WLDC Community Awards will be held in February 2019.  Councillors encouraged to nominate candidates.  Nominations will close in January 2019.
The Pensioners Christmas party was a huge success.
Team visited Keelby to look at installing a new dog waste bin.  They are not able to be attached to lamp posts.  Cllr Bierley asked for the Parish Council to agree for it to be located on Midfield Way or suggest another suitable location.  Suggestion of the grassed area at Woodlands and Suddle Way.  Cllr Everitt to investigate and liaise with Cllr Bierley.  The bin in the play area will be replaced once the flooring has been completed.  
The road sweeper has been to the village as requested.      
Request for Parish Council assistance with designated open space.  meeting/review to be arranged to look at identifying new areas of designated open space.  
A community defibrillator has been proposed to be located at The Paddocks.  A local couple have offered to fund this.  Cllr Hirst thought this was a good idea, even if financial support is required from the Parish Council.    
10.To receive any reports from external organisations Ref 18/152
A) Library - two days away from 3rd Birthday.  Volunteers have good ideas to make improvements.  Membership and attendance is still good.  
Youth Club - going well.  Looking to arrange Christmas Party.  Now getting some young people attending (13-14yr olds).  Still operating on one night, but may look at opening for two nights in spring.  Numbers have slightly decreased, but this is due to the time of year.  Cllr Hirst reported that there is good collaboration between the youth club and the library.  
B) Village Hall – entering panto season.  High number of bookings over the Christmas period.  Quote for roof/clock tower cannot be completed without scaffolding being erected to access the roof.  This will prove difficult due to winter weather and current bookings.  
C) Sports Association - Point in minutes identified where Parish Council agreed to award a £3,000 grant on an annual basis; October 2015, P884 Ref 15/140.  
    Sports Association –  The KSA committee are looking to set up a Charitable Trust to continue to run the Sports Pavilion on behalf of the Parish Council.  The KSA Committee have submitted a request for further financial assistance from the Parish Council as a grant for £3000 each year, to begin in April 2016.  This is to cover cleaning costs,  repairs and general maintenance.

Proposed Cllr Knight.  Seconded Cllr Sims.    6 votes in favour.  3 votes against.

Discussion on the ongoing support from the Parish Council.  Cllr Funnell stated that the grants policy does not allow this to go ahead and the terms of reference that the Sports Association asked to return to a few months ago state that they will be self funding.  
Cllr Everitt asked if it would be possible for the Parish Council to take over maintenance costs of the building to help ensure it remains open.  Cllr Bentham stated that donating the £3,000 is the best option.  
Cllr Bentham proposed that the grant be awarded this year.  Parish Council agreed that  the Sports Association would need to demonstrate what the grant would be used for if awarded in the future.

13. Neighbourhood Plan Update Ref 18/155
New core group established.  Meeting arranged for Thursday 6th December.  Urgently need confirmation of funding and where it sits.  Immediate approval to purchase a Keelby profile at the cost of £85.  This is a file that all key documents can be put in.  Aim to have plan approved by the end of 2019.

14. Parish matters – To receive any report or consider any appropriate action Ref 18/156
a) Cemetery  - Concerns over notices not being adhered to.  Cllr Baillie has obtained a form used by Immingham Town Council via a funeral director.  Plans to create something similar for residents to sign are being explored.     
b) Grounds Maintenance  - P Ney working hard to clear basal tree growth.  The tree has been removed from Yarborough Road/play area.  Handyman is going to try and remove the leaves that the sweeper was unable to clear.  The debris will have to be removed and disposed of which will incur a cost.

c) War memorial – Railing has been fixed.  Cllr Everitt has fixed all wreaths and signs in place.  Area to be tidied after Christmas.   
d) Allotments – Fence to be fixed.  All tenancy agreements have been received, Cllr Knight to copy for file.  
e) Play Equipment – No update as still awaiting quote from Wicksteed. This is taking time due to the age of the play equipment.  
15.  Hedges on Victoria Road. Ref 18/157
 These are now dying back.  Cllr Baillie suggested we leave until spring them write a reminder.  
16.  Parking. Ref 18/158  
Still an issue outside of the school.  Parents parking along the double yellow lines.  Cllr Everitt asked if the lines can be extended for safety reasons and also if double yellow lines can be put on the corner outside of the church.  
The question was asked if the Parish Council could provide funding for matting to be laid in the grass verges to stop ruts forming where residents have parked.  
Clerk to write to the school to ask them to not park in the car park adjacent to the school.
Cllr Indian asked if the Parish Council could provide a prize for the forthcoming Santa Run.

The inspection cover on Mill Lane has been cleaned as requested.
The manhole cover on Riby Road is being attended to.
