Draft Minutes of the Annual Parish Meeting

held in the Village Hall on Tuesday 4th April 2023

Those Present : Councillors S Knight, (Chair), T Wright (Vice Chair) T Bentham, P Wilks, R Dannatt,           K Stark, M Turner, M Wright,          

In Attendance: Cllr A Lawrence, Cllr O Bierley  & 8 members of the public

1. To receive apologies and reasons for absence

Chair Cllr S Knight opened the meeting and gave a report on the projects undertaken by Keelby Parish Council.  In the last year these include; new benches have been purchased and sited around the village, improvement work has been carried out at the cemetery including tidying up the row of trees, re-grassing, erecting new fencing and creating a bin store.  The old asbestos roof on the bus shelter has been replaced.  Speed signs have been purchased with the help of grants which are now installed in various locations round the village and a community orchard has been planted on the village green.  Going forward we are continuing our support to the Youth Club, Library, Village Hall and Sports Association.  The Council policies are being reviewed and the Neighbourhood Plan is close to completion which will benefit the village by greater input to the future development of the village and potential financial benefits.  Keelby Parish Council will continue to put pressure on West Lindsey and Lincolnshire Councils to  repair roads and pavements and we are  in consultation with The Roxton Practice to move forward with the new surgery, and improve the service given.  Cllr S Knight gave grateful thanks to all the residents and Councillors for their tireless efforts to facilitate these issues.  

Cllr S Knight said that in the year ahead we are looking forward to the opening of phase 2 of the play area project which will benefit all age groups.  We will continue to put pressure on West Lindsey, Lincolnshire Councils and the Police to justify the contributions made by the residents of Keelby to their funds.  Keelby Parish Council are aware of the severe financial restraints on us all at the time so we will make sure that the funds we receive are carefully spent with an eye to the budget controls we have set.

We aspire to be Pro-active, Visual and a Listening Council.

Cllr S Knight reminded everyone that there are 10 minutes set aside at the beginning of every Council meeting for the public to raise any issues or make comments. If you are unable to attend the meeting the Clerk would be happy to bring to the meeting your comments made by email prior to the meeting.

At the Parish meeting on 5th April 2022 there had been 2 items to follow up.  The AGAR issues and the fencing around the soil on the old tennis courts.  Cllr S Knight confirmed that both of these had been resolved.

2. Questions from the public

The issue of overhanging hedges obstructing the pavements around the village was raised as it makes it difficult for mums with prams and people on mobility scooters. It was agreed that this is an ongoing concern that has been raised before so will be put on the agenda for the next meeting.

A representative from Keelby Tennis Club on behalf of the KSA was present at the meeting to say that all the various clubs at the Sports Association were unanimous in their support of Keelby Football Club’s development plan.  As they understood it all the money was going to be raised from grants so there would be no cost to the residents of Keelby. 

A representative from the Cricket Club wanted to reiterate what the previous representative had said.  The plan was seen as a way of improving the facilities at the ground for all of the clubs using it. Cllr T Wright thanked them both for their support on behalf of the Football Club 

A resident raised the issue of cars parking outside houses on the grass verges making holes in the ground.  This makes cutting the grass very difficult and is making the verges look unsightly.  This is especially a problem on Milson Road, West Lane and Maple Avenue. Cllr T Wright confirmed that in the new Neighbourhood Plan there is clear recommendations that all new builds have sufficient car parking spaces to avoid further parking on the road.  Cllr S Knight agreed to put this on the agenda for the next meeting.
