Minutes of the Keelby Parish Council Extraordinary Meeting
Held in the Village Hall on Friday 16th June 2023 at 8pm

Those Present : Councillors S Knight, T Wright, K Stark, G Lovatt, M Wright, M Turner, T Bentham, and R Dannatt

2.    Keelby Sports Association Pavilion Ref 23/92
A meeting was called to discuss the work required on the Keelby Sports Pavilion to enable the necessary certification to be obtained.
The building has been tested for the first time since it opened and it has failed on the emergency lighting.  Cllr T Wright felt that the 36 emergency lights were more than what  would be needed in this building.  Cllr T Wright had taken advice from Mr Critten who is an fire inspector who has looked at the plan and asked if we have a risk assessment.  Cllr T Wright and Cllr R Dannatt were not aware of one.  Cllr R Dannatt said there must have been a fire certificate when the building inspector signed the building off when it was completed.  Mr Critten has offered to come and do an inspection and risk assessment free of charge.  Cllr R Dannatt had tried to ring Mark Hodson who project managed the build to see if he knows where the documentation is but he wasn’t available.  Cllr R Dannatt explained that the lights had been installed to give max lighting so under a low lux so it would continue to provide ambient lighting in the event of a power failure.  Cllr R Dannatt advised that there should be more emergency direction signs as there is only one in the main entrance that states fire exit.  Cllr R Dannatt stated that he could see no reason why we wouldn’t continue to maintain what is currently fitted. Cllr R Dannatt advised that as he had made enquiries regarding these issues it would now be reported to the fire service so it is likely that they will come to carry out an inspection.

Cllr R Dannatt confirmed that we now have an electrical certificate.  Cllr S Knight was aware that the gas check had been done during covid and the certificate was with the invoice.  The building still requires a certificate for the emergency lighting and a fire certificate.
Cllr K Stark proposed that we go ahead with getting a risk assessment and inspection done as soon as possible.  Cllr M Turner said this would be good as we will then be seen to be being proactive in correcting the issues rather than waiting for the fire service to do their inspection.  He advised that as we have been unaware of these issues previously we must work to get the issues sorted and then keep on top of the maintenance going forward.  

The electrician has completed the work required for the electrical work and also carried out the fault finding exercise so his invoice can be approved for payment.

3.    Keelby Football Club Agreement Ref 23/93
Cllr S Knight said that Cllr T Wright has requested that an agreement is signed between the land owner and user of the sports ground.  Cllr T Wright requires this for a grant bid that he has put in for from the Football Foundation.  This is for maintenance of the pitches and the purchase of a new tractor and surface grooming equipment.  The Football Foundation require this agreement as Keelby Football Club do not own the land so they want an agreement to say Keelby Football Club have the use of the land for 10 years because the maintenance schedule is over a 6 year period. Cllr S Knight said that there are a few points that she wants clarifying in the document.  These were discussed and Cllr T Wright clarified the points she raised and agreed to make the amendments in the document. Cllr S Knight said that if Cllr R Dannatt could sort these points in her absence it should go to the next meeting for the approval of the committee.  Cllr T Wright to circulate the document to all Councillors.
