Minutes of the Keelby Parish Council Meeting
Held in the Village Hall on Tuesday 2nd January 2024
Those Present: Councillors, S Knight, R Dannatt, T Wright, P Wilks, G Lovatt, C Tym, K Stark, T Bentham, M Wright, M Turner
In Attendance: Cllr T Smith O Bierley & 5 members of the public
The chair opened the meeting and wished everyone a happy new year
1. Apologies Ref 24/01- none received
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or on-pecuniary interest in agenda items not previously recorded on Members’ Register of interest Ref 24/2 – none
3. Public Question Time Ref 24/3
A resident said that everyone was very happy with what Keelby PC had achieved in the relatively short time this council had been together.
Representatives from Brightening Keelby were present and gave an update on projects and events that they are planning including history trails round the village and history events in the village. To compliment these they are planning to produce a booklet and map for those who are not able to access the internet. They advised that they are already Co-op local community champions and are looking for volunteers to help tidy and maintain the garden. They are hoping to install some 7 day watering system planters and have a rota for a portable watering system. They also advised that they were hoping to start litter picking. They requested that a representative from Keelby Parish Council attend their meetings and it was agreed that the Parish Council would provide letters of support for any grant applications they make.
4. County Councillors Report Ref 24/4
Cllr Smith’s updates are circulated when they are sent through. There is still a problem with drainage on Victoria Road which is being investigated and he has been to Stone Pit Lane to reassess the road. Cllr Smith confirmed that he continues to request footpath repairs which are not getting done as quickly as he would like due to financial restraints. The drain on West Lane was raised as there is presently flooding in this area. Clerk to forward email from resident which has photographs attached. The flooding on St Annes Road and the trees on Yarborough Road were raised. Cllr Smith will follow these up.
5. District Councillors Report Ref 24/5
Cllr Bierley was thanked for his report which had been circulated beforehand. There were no questions
6. To approve the minutes of the Parish Council Meetings held on 5th December 2023 Ref 24/6
It was proposed, seconded, and resolved to accept the minutes as a true record of the meeting.
7. Clerk’s report 24/7
Clerk advised that the application to the Councillor volunteer scheme had been completed and that a meeting was organised for the 17th January to discuss the projects. The information from the A18 petition was needed to send with the report. Cllr K Stark to forward this to the clerk.
The new bins between the bus shelters and at the entrance to the cycle track have been installed.
It was decided that Keelby PC Facebook was going well and liked by residents. A Facebook post has resulted in some comments from residents.
• The conditions of our paths which are already being looked into
• Request that the bush near the bus stop on Yarborough Road is trimmed. Clerk to write to the resident to request this.
• Litter picking teams – this had already been covered by Brightening Keelby report
• More village events – The gala is planned for this year with hopefully more to follow if there are sufficient volunteers to help.
• Road closure for Remembrance – this year it was decided that Keelby PC should try asking for co-operation from villagers on our Facebook page
• Flood lighting round the cenotaph and a flag pole – to be considered for future projects
• Extending the double yellow lines near the school are also currently being looked into.
There is still a councillor vacancy which is advertised on both notice boards. A further Facebook post should be done to try and get some interest.
8. Reports from external organisations Ref 24/8
Sports Association – Cllr S Knight advised that she hadn’t updated the lease so will bring this to the next meeting
Community Speed Watch – nothing to report
Village Hall – nothing to report. There has been some water damage. The pantomime is going ahead.
Library and Youth Club – Library have some problems with water ingress under one of the old doors and some issues with damp. Quotes are being obtained to get these repairs completed. The Youth Club have similar issues on the wall the other side. The Council are sending someone out to have a look. Cllr T Smith offered to follow this up if it was needed.

The payment schedule was checked by Cllr M Turner. It was proposed, seconded and resolved to approve the payments listed. Cllr M Turner signed off the quarterly bank reconciliation.
The clerk had reworked the budget to get it to the figure of £26,750 which was requested. Cllr T Wright pointed out that there is £1,000 in the budget under the heading Village Hall as last year but this would still have to go through the formal grants process if it was required. There is also £3,000 under the heading of KSA grant but as the council are now responsible for this building this needs renaming.
It was proposed, seconded and resolved to sign this final precept claim for £26,750
10. Parish Matters Ref 24/10
• Play area & Old Tennis Courts Renovations – There are still a few minor things outstanding and there is the opening event to arrange when the weather improves.
• Dead Tree at Sports Field – Cllr S Knight advised that according to our standing orders we should have a register of land owned which show the boundaries. This will include the sports field, cemetery and village green. It was resolved to register with the land registry to obtain these documents. We have had 2 further quotes to fell the dead tree. One was for £850 and the other was for £930. It was proposed, seconded and resolved to offer a donation of up to £450 to the farmer as a contribution towards the tree removal when the weather is better.
• Cemetery Fencing/paddock on South Street – Clerk to arrange a meeting for 30th January at 7pm and send an invite.
• Update on Alice South – the charity has 2 current applications outstanding so a full report will be done when these have been completed.
• Update on entrance signs – Cllr T Smith to get permission from LCC to erect them.

11. Correspondence Ref 24/11
Cllr O Bierley had asked if the council will host a civic reception to raise the profile and support the pantomime on 31st January. Cllr S Bunney and Cllr O Bierley will finance this event. It was proposed, seconded and resolved to go ahead with this.

13. Review of financial regulations and standing orders Ref 24/13
Cllr S Knight said that section 1.31 should be amended to show that emergency payments under £500 authorised by the clerk in conjunction with the chair should be noted that they are authorised on the payment schedule. The monthly payment schedule should be authorised by two bank signatories. It was resolved to add Cllr M Turner to the signatories which would then give 4 councillor signatories. Cllr K Stark said that the standing orders should be made more gender neutral. With these changes it was resolved to approve the standing orders and financial regulation policies.
