Minutes of the Keelby Parish Council Meeting

Held in the Village Hall on Tuesday 1st October 2024 commencing 7pm.

Those Present: Councillors M Turner (Chair), M Wright, R Bedwell, T Bentham, R Dannatt,        S Knight, C Tym and K Beedham

In Attendance: Cllr O Bierley, Cllr T Smith arrived at 7:40 and 3 members of the public.  Apologies - Ref 24/159 – Cllr T Wright, Cllr E Darwood Cllr G Lovatt and Cllr A Lawence

1. To receive dispensations and declarations of interest under the Localism Act 2011 – being any pecuniary or on-pecuniary interest in agenda items not previously recorded on Members’ Register of interest Ref 24/145– none

2. Public Question Time Ref - 24/160

A member of the public said that he believed some of the money raised by renting out the facilities at the KSA should come back to the council to help with the upkeep of the building.  The tree that had also recently lost a branch someone has cleared the logs away but left all the brush in the hedge.  Cllr Turner said he would look at the agreement regarding the money received and whether it should stay with the clubs or come to Keelby PC and come back to them.  Cllr M Turner asked the KSA representative to raise the issue of the rubbish from the fallen branch at the next meeting. 

A member of the public advised that he had written to BT to object to the telegraph poles that are being erected in the village in the Eastfield Road area.  The letter had also been co-signed by 58 other residents of Eastfield Road, Windsor Close and Tomline Close. 

A copy of the letter has also been sent to the chair.  They are looking at support from Keelby PC regarding this. Cllr Turner advised that this letter would be actioned when the chair returns from holiday.

3. County Councillors Report - Ref 24/161

Cllr T Smith confirmed that he has chased the tree trimming that are outstanding.  The grit bins have been filled.  

Cllr Dannatt asked Cllr Smith to look into the tree stump on Broadway which has been ground out but all the grindings have been left and the area has not been cleared up, soiled and seeded.  The basal growth will be trimmed by LCC going forward but as there will be a backlog Keelby PC will continue to do it for the time being and be reimbursed by LCC. Cllr T Smith will try and get us a time frame of when LCC will be able to take it back on.  Cllr M Turner asked if Cllr T Smith could chase the removal of the road works signs on Stallingborough Road. 

Cllr T Smith was asked to arrange for letters to be sent regarding overgrown hedges on Victoria Road and South Street.

4. District Councillors Report - Ref 24/162

Cllr Bierley had sent through his report which had been circulated to councillors. It was agreed that an expression of interest would be submitted for the Neighbourhood Development Grant.

5. To approve the minutes of the Parish Council Meeting held on 3rd September 2024 - Ref 24/163 - It was proposed, seconded and resolved that the minutes are a correct record of the meeting and were signed by the Chairman. 

6. Clerks Report – Ref 24/164

The clerk advised that a reply has been received from the insurance confirming that the handyman is insured when he is mowing the outer areas of the village.

The barrier has been fitted at the cycle track entrance.  Only one has been fitted as it was considered sufficient, so we now have a spare to use elsewhere. The sign for the cycle track has been collected and is ready to be fitted.  

The insurance has been amended to include the solar panels on the pavilion, the KSA have been invoiced for this and have paid so there is no cost to the council.

Two residents have been contacted with requests to trim their hedges/trees.  One is on Manor Street and the other on Mulberry Close.  The overgrown hedges on Victoria Road up to the old schoolhouse were discussed and it was decided to ask Cllr T Smith to take this on.  When these have been cut back, we need to re-establish the pathways, and this is maybe a project the councillor volunteer scheme could help us with again.

A price for the fabrication work on the play area and skate park has been received which had come in higher than expected so further prices are to be obtained.

Playdale are coming to repair the faulty surface in the under 5s area and Kompan are going to sort the sharp edges that were picked up on the equipment they installed.  The bike racks will also be secured.

Cllr T Wright and the clerk had met with LCC to discuss the location of the new bus shelters on South Street. 

The chafer grubs are on the playing field.  A quote of £300 has been received to carry out the initial treatment of the grubs.  It was proposed, seconded and resolved to proceed with this treatment.  Cllr Dannatt asked that confirmation should be sought to check that this price covers all the areas on the playing field.

The cemetery policy may need to be updated to include a charge to exhume ashes.  As the clerk is still looking into this it can be picked up at the next meeting.

A member of the public has raised the refurbishment of the cenotaph as some of the lettering is getting very faint.  A resident is offering to contribute towards it.  Clerk to get some prices so that it can be included in the budget for next year.  It was also suggested that the railings could also be shot blasted and painted.  Clerk to get prices for this as well.

The broadband at the village hall has now been cancelled as the village hall have taken on the responsibility for it and are now using Quickline as a supplier.  

7. Financial Matters – Ref 24/165

The payment schedule was checked by Cllr R Dannatt. It was resolved to approve the payments.  Cllr M Turner signed as Chair

It was proposed, seconded and resolved to sign and return the Community Infrastructure Levy nil return.  

8. Parish Matters Ref 24/166

• Update on entrance signs – Cllr R Dannatt confirmed that the entrance signs were in the region of £2k. Cllr R Dannatt to arrange for installation of the signs as permission has now been received.

• Memorial bench – it was proposed, seconded and resolved to purchase the Queen Elizabeth bench for the playing field. The Caistor Lyons can then be asked if they will fit it. Location and price of plaques to be discussed at the next meeting.

• The meadow next to the cemetery – the arranged meeting was cancelled, and we are still awaiting a new date

• Youth council – to be carried forward to the next meeting

• New no waiting proposals for Manor Street and the Church – There were no comments on these.  It was suggested that we could put these proposals on Facebook.

• Footpath to Barton Street from Maple Avenue – Cllr O Bierley confirmed that there wasn’t an application made for a variation when the properties on Maple Avenue were built so the public right of way goes through one of the properties so this needs to be moved.  LCC are progressing this.  The problem with the overgrown brambles is another issue which requires sorting.

• Balance sheet for Alice South – to be carried forward to the next meeting.  Cllr M Turner asked how residents are informed that this charity exists.  Cllr S Knight to ask the trustees if it can be advertised on Facebook again.  Cllr T Smith advised that there is also an organisation called Feeding Gainsborough who may be able to help families who are in need.  This charity can be accessed through Cllr T Smith

• Remembrance Day - A new container is needed for the sand at the cenotaph.  Cllr T Bentham to purchase a new container.  Councillors need to position themselves in high vis to assist with traffic control at the time of the service.

9. Reports from external organisations - Ref 24/167

Sports Association – 

• FCC grant – A specification is still required.  It is hoped that we can secure the grant towards the architectural drawings.  At the next meeting of the KSA the representatives will take the spreadsheet showing the work to the meeting for their comments. Clerk asked if there were any councillors who would be willing to help with this grant application.  Cllr M Turner agreed to join the sub-committee to assist.

• Health & Safety manual – it is hoped that this will be ready for the new year.  The gas testing has now expired so Cllr Dannatt is arranging for that to be done.

Community Speed Watch – to be carried forward to the next meeting 

Village Hall – Cllr E Darwood attended the meeting so this will be reported at the next meeting.  Cllr T Bentham to take back the role as Village Hall representative.

Library– Cllr K Beedham reported that the library is running well.  There is a new group for 0–5-year-olds to encourage conversations.

Youth Club –Cllr K Beedham said that the NVQs for the youth leaders are starting this month so they should be up and running in 16 weeks.  They are waiting for a meeting with Property Services to check that the gas cooker is safe as it is an open plan area.

Allotments – nothing to report. 

10. Correspondence - Ref 24/168

• An email has been received regarding the telegraph poles which we can reply saying we are aware and are in the process of discussing what we can do to in support. 

• A request has been received asking for financial support for the pensioners Christmas Party.  It was proposed, seconded and resolved to pay the same as we did last year.

11. Planning applications - Ref 24/169 – none received 

The planning officer has requested an extension of time on the application off Riby Road.  This is to enable archaeological work to be done on the site.
