Draft Minutes of the Annual Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 3rd September 2019 at 7.00pm
Those present: Councillors D Ash, P Baillie, S Knight, T Bentham, P Wilks, K Stark, C Wakefield P Everitt.
In attendance: A Burnett (Clerk) Cllr Turner, Cllr Bierley, 10 members of the public. 
1. To receive apologies and reasons for absence Ref 19/144
Cllr Briggs, on other business, Cllr Lawrence due to attending another meeting. 
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 19/145
Cllr Bentham declared he may have an interest in a planning application that is on this evenings agenda.

4. Matters arising Ref 19/147

5. Public Question Time 10 Minutes Ref 19/148
A member of the public asked if there had been any progress made with getting the hedge on the corner of Caddle Road and Riby Road cut back.  Concern raised over the safety of the public as they are having to walk on the road due to it blocking most of the path. Clerk stated that the agents have been contacted and asked to contact the landlord to request it be cut back.  Cllr Everitt believes that the Parish Council can contact Lincolnshire County Council for a resolution and they will cut it down.
It was requested that questions and answers from this session be included in the monthly minutes. Chair stated that they are included in the minutes. 
Concern raised over the speed of traffic on Yarborough Road.  Clerk still trying to establish if there is a speed flasher sign that can be borrowed.  
A question was asked about the petitions received for and against the access way onto the Village Green from Wyvill Drive; which one received the most signatures?  Surely the one with the most signatures wins out over the other?  The Clerk explained that it does not work in that way and a decision had already been made.     
6. County Council matters Ref 19/149
Email circulated prior to this meeting.  
The Road safety Partnership can help with speeding.  Cllr Wilks asked when something will be getting done about the state of the footpaths.  Cllr Turner is unable to do anything directly about it.  Specific details to be sent through so Cllr Turner can direct issues to the right department.  The Clerk suggested that Cllr Wilks produces a report for Clerk to forward on.

7. Correspondence Ref 19/150
Information has been received from Councillor Beirley on the Humber 2100 strategy Survey.  Copies to be placed on the Parish notice boards.
8. Clerk’s report Ref 19/151
Speed sign:  no one seems to know where one can be borrowed from.  Conversations have taken place with Highways and Road Safety Partnership.  It has been suggested that the police may have one, Clerk to approach Caistor Police Station.  Cllr Bentham stated that something will only be done about speed limits on Barton Street if there is data to show that speeding is taking place.  There is an option to purchase a speed sign as a Parish at a cost of £1,600.  Cllr Knight disagrees with the Parish Council purchasing their own.  Cllr Everitt suggested this is an agenda item at the next meeting and that we look into purchasing two signs.  Cllr Bentham suggests that we ask the community if this is a good use of money.

9. District Council matters Ref 19/152
A report was circulated via email before the meeting.
Cllr Bierley stated that Cllr Bentham is correct about the recording of speeding vehicles.  Speed indicators record traffic and highlight that there is an issue.  Cllr Everitt suggested that this will illustrate the problem and it will prompt the the police to visit with speed cameras.  Cllr Bierley stated this was correct and has led to speed limits being reduced in other villages.  Speed limits are also reduced if the number of dwellings that have direct access to the highway is 18 or above.  There are currently 12 accessing Barton Street directly.  If Mill Lane is included, this increases the number.  This is a possibility as it is a one way street.  If this is the case, it will meet the threshold.  Cllr Beirley to locate the policy and circulate to Councillors.    
10. To receive any reports from external organisations Ref 19/153
A) Library & Youth Club - both going well.  There is now an additional volunteer on board.  A Back to School party was held last week which was well attended.  
B) Village Hall – Nothing to report.  
C) Sports Association – Charity Commission has been updated.  Grants are being looked at to boost funds.  Cricket and tennis club are critical on the membership front.  Cricket club has lost another team so no play on Saturdays.  Other clubs have expressed an interest in using the facility but this would mean extra work in looking after the field, which isn't fair on volunteers.  There were no attendees at Tennis on Sundays.  Still awaiting three quotes for the insurance so no progress made.  Cllr knight is liaising with Hendersons for the quotes.

139872 – Cllr Bentham declared an interest.  Cllr Knight asked Clerk to request further information.

13. Neighbourhood Plan. Ref 19/156

14. Parish matters – To receive any report or consider any appropriate action Ref 19/157
a) Cemetery –  Clerk to contact Trustees of estate to ascertain progress on obtaining land for the extension.  Is it possible for Village Hall and Cemetery to collaborate on the waste issue.  
b) Grounds Maintenance  - Can basal growth be removed whilst still small so the waste can be put in the cemetery bin.  Can handyman be certified as a weed sprayer so he can tackle the issue.  
c) War memorial – Nothing to report
d) Allotments – Cllr Knight was unable to attend the AGM as the date was changed.  
e) Play Equipment – The Sub committee met on Friday 30th August.  Wren bid is being written for submission on 11th September.  Plans will be displayed at points around the village for residents to view and comment on.  Survey Monkey questionnaire will be circulated to demonstrate that the community want the under 5's play area.  Brightening Keelby hold a sum of money raised for the play area which is circa £3,000.  This funding is needed to show match funding to Wren.  Sarah is writing a letter to confirm this.  Cllr Wright requested confirmation that the Parish Council are committed to providing financial support for the groundworks.  Cllr Knight proposed that the Parish Council write a letter of thanks to Mr Riggall for obtaining a quote from Rhino Play.
15. Smoking litter Ref 19/158
Cigarette ends discarded around the village.  Can villagers be encouraged to put tab ends in the bin.  They do not break down and look unsightly.

This request was a mistake, request should have been for The Paddocks.  Clerk to check and report at the next meeting.

Bench on Caddle Road – PCSO has stated that we would be easting our time offering a reward for information as the police will will powerless to do anything in response to information received.  Cllr Wilks has offered a bench from the Sports Association site to replace the one that has been damaged if the Association is agreeable.  
Cllr Wright asked to speak on some matters arising due to his late arrival.  
    Minutes need to be more detailed.  Cllr Everitt stated that minutes will be posted on the website.
    Social Media: Cllr Wright felt it was very discourteous for this to be discussed in his absence.
