Draft Minutes of the Annual Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 7th May 2019 at 7.00pm
Those present: Councillors P Briggs, P Baillie, S Knight,  C Wakefield, T Bentham, P Everitt, T Wright, P Wilks, K Stark.
In attendance: A Burnett (Clerk) Cllr Turner, Cllr Bierley, 8 members of the public. 

1.To  elect a Chair person for 2019/20. Ref 19/065.
Cllr Briggs was nominated
Proposed Cllr Knight.  Seconded Cllr Baillie.  Five in favour, motion carried. 
Cllr P Briggs was elected as Chair.
Cllr Briggs thanked his fellow Councillors for his nomination and congratulated Cllr Bierley and Cllr Lawrence on their election success. 
2. To elect a vice Chair person for 2019/20. Ref 19/066
Cllr Ash was nominated.
Proposed Cllr Baillie.  Seconded Cllr Wakefield.  All in favour. 
Cllr D Ash was elected as Vice Chair. 
3. To receive apologies and reasons for absence Ref 19/067
Cllr Ash who is away on holiday.  
4 To receive declarations of interest under the Localism Act 2011 – being any pecuniary  or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.     Ref 19/068
Cllr Everitt - has supplied a quote for the Wivell Drive works
Cllr Baillie - has obtained the quotes for Wivell Drive works so will abstain from voting.  
5 To approve draft minutes of the Annual Meeting of the Parish and the Parish Council Meeting held on 2nd April  2019 Ref 19/069
Resolved to approve as a true record.
Proposed Cllr Bentham.    Seconded Cllr Baillie.   All in favour.
*Cllr Lawrence arrived late.  
6 Public Question Time 10 Minutes Ref 19/070
Concern raised over the quality of the resurfacing works carried out across the village in recent weeks.

Clarification was requested for the target age range for the new play equipment.  Concern over the proposal discussed at the last meeting as the equipment seemed to be aimed more at teenagers.  Reassurance given that the area will only contain items for under 5's. 
Gulley's are overflowing again.  This could be due to debris from the resurfacing works washing down and causing a blockage.  
7. County Council matters Ref 19/071
No update.  Cllr Briggs to forward information to Cllr Turner with regards to roads, gulley's etc via email.  
8. Clerk’s report Ref 19/072
No update.
Review of Standing Orders and Financial Orders to be completed at the next Parish Council meeting.  
Correspondence received - Letter received from Sir Edward Leigh with regards to access to landfill sites.  Cllr Briggs has responded.  
9. District Council matters Ref 19/073
A report was circulated via email before the meeting.
Cllr Bierley suggested that contact be made with NELC now there is a new administration in place, to discuss the landfill site issue.  Cllr Bierley will contact Mark Sturgess to ask him to contact Rob Walsh.
10.To receive any reports from external organisations Ref 19/074
A) Library - currently in the process of obtaining quotes for a new kitchen.   
     Youth Club - Nothing to update.
B) Village Hall open event will take place on 19th May 2019.  
C) Sports Association - AGM will be held on 19th May.  The last meeting was held on 8th April.  Some more vandalism has taken place; people have been throwing glass bottles on the site, particularly on the tennis courts.  CCTV survey has yet to be completed.  The Parish Council has been asked to clarify their ownership and responsibilities for the pavilion.

12. Planning applications and decisions received Ref 19/076
Clerk to ensure letter from Parish Council against Church lane development has been received.  
13. Neighbourhood Plan. Ref 19/078
Collecting evidence base is almost complete.  Writing the plan is going slow due to an underestimation of the time required to complete it.  Meeting with Parish Council has been delayed as a result.  Cllr Wright asked if the community will ever see an analysis of the community consultation. Cllr Wakefield confirmed this will be made available at a later date.  
14. Parish matters – To receive any report or consider any appropriate action Ref 19/079
a) Cemetery –  No update.  Cllr Baillie to put together a scale of price increases.   
b) Grounds Maintenance  - Cricket club are cutting grass. 
c) War memorial – Cllr Knight proposed a letter of thanks be sent to Margaret Short for weeding and cleaning around the memorial.

d) Allotments – nothing to report. 
e) Play Equipment – Still awaiting quote from Wicksteed.  Cllr Everitt proposed the Clerk approach another company.  Cllr Briggs suggested we look at moving outside Standing Orders and accept one of the two quotes received due to concerns over them going out of date.

15. Pot holes and highways Ref 19/080
Covered elsewhere on the agenda.  Cllr Everitt stated that the tarmac was sprayed on without covering drains.  Cllr Knight proposed that a letter be written to highways to express our discontent and frustration over the quality.

16. Play area Committee Ref 19/081
This item has been held over until the next meeting
17.  Quotes for a gateway to be created from Wivell Drive onto the Village Green Ref 19/082
Clerk presented the proposal, specification and read out four quotes received.  Cllr Stark stated that a petition has been started on Facebook which currently has over 250 signatures.  Cllr Everitt asked for confirmation that all signatures were from Keelby residents.  Cllr Stark stated this was the case.  Cllr Wright proposed that trees are planted in the corner of the Village Green which would help soften the blow for cutting the trees down to create the safe

access.  Cllr knight suggested that a tree be planted where the pavilion used to be.  The councillors voted on the quotes received.
