Draft Minutes of the Annual Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 4th June 2019 at 7.00pm
Those present: Councillors D Ash, P Baillie, S Knight,  C Wakefield, T Bentham, T Wright, P Wilks, K Stark.
In attendance: A Burnett (Clerk) Cllr Turner, Cllr Lawrence, 7 members of the public. 
1.To  receive apologies and reasons for absence. Ref 19/084.
Cllr Briggs on business, Cllr Everitt on holiday,  Cllr Bierley attending a meeting at WLDC
Cllr Ash requested a closed session at the end of the meeting
2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary  or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.     Ref 19/085

3. To approve draft minutes of the Annual Meeting of the Parish and the Parish Council Meeting held on 2nd April  2019 Ref 19/086

4. Public Question Time 10 Minutes Ref 19/087
A copy of the petition in favour of the access gate onto the village green was requested.  This needs to be put in writing to the Parish Council.  A member of the public stated they had emailed the clerk requesting a copy of the wording of said petition.  No such email has been received.  
Question asked as to why the hedges were being removed, stating there is a key protection order.  Clerk stated that there is no such order in place.  This has been clarified by the responsible officer at WLDC.
7. County Council matters Ref 19/088
No update.  
Cllr Wilks asked when the condition of the pavements around the village will be looked into.  Issue to be emailed to Cllr Turner.  
8. Correspondence Ref 19/089
Letter received from Gary Lewis in response to the removal of the hawthorn trees, suggesting lifting the canopy rather than removal
 9. Clerk’s report Ref 19/090
Third party quote received from Cllr Everitt for the raising of the canopy on the hawthorn trees.  This would remedy the removal of the trees and still enable vision for cars reversing from drives on Wivell Drive.

Cllr Indian proposed that the access be altered so the trees can remain if canopy is lifted and access point can still be created.  Fencing to be reduced and the rest of the proposal to remain the same.

10. District Council matters Ref 19/091
A report was circulated via email before the meeting.
11.To receive any reports from external organisations Ref 19/092
A) Library & Youth Club - both going well, no problems.  
B) Village Hall - meeting cancelled for next month.  The open day was well attended.  Plans for modifications to the toilets have been produced.  Phase one of the tower project is complete.  
C) Sports Association - three quotes for the extension have now been received.  Clerk to ensure copies are issued to her.  Once received, funding sources can be researched and applications written.  The Association is currently running without a Vice Chair.

14. Neighbourhood Plan. Ref 19/095
Limited progress due to personal commitments.  50% of the plan is written at this time.  Public consultation will take place in September.  This will enable working group to bring the Keelby plan in line with the wider Lincolnshire Plan.

14. Parish matters – To receive any report or consider any appropriate action Ref 19/096
a) Cemetery –  Cllr Baillie has researched charges made by other Parish Councils and discovered that Keelby charges much less.  Cllr Indian proposed that £25 be added to each burial type.

b) Grounds Maintenance  - Cllr wilks has obtained quotes for a new strimmer that will vibrate less and therefore be better for long periods of use.  Also obtained quotes for blower to clear grass cuttings from pavements.  Quote from Caistor Farm & Garden Machinery was the most favourable in terms of equipment on offer.

c) War memorial – The box containing crosses has been removed due to being full of weeds.  This will be refilled with sand and replaced.    
d) Allotments – nothing to report.  Awaiting notification of AGM, which is usually held mid June.  
e) Play Equipment – Still awaiting quote from Wicksteed.  Clerk has had a telephone conversation with the representative from Playdale who has given reassurance that the equipment in the plan is for under 5's  Cllr Indian stressed that although equipment may be suitable for children older than this, the area is designated for under 5's.  A meeting with Playdale will take place soon where they will present the plans and answer any questions.

16. Planting and replacement of trees Ref 19/098
Cllr Wright proposed that fruit trees be planted on the village Green
Cllr Everitt (via the Clerk) proposed that a mini orchard be planted in the corner between the U5's play area and the school for the village.  Concern over children eating bad fruit and the care and maintenance involved.  A few fruit trees may be more appropriate and easier to maintain.

17.  Fly tipping Ref 19/099
There has been another incident of fly tipping in the village today, which is going to cost huge amounts of money to remove.  Concern raised that it may be being done by individuals from outside of the village as a result of the charges levied.

PPE  - Clerk to ensure he gets what is required.  
20. Village engagement and Social Media Strategy Ref 19/102
Social media strategy - Cllr Wright has provided research document and has spoken to WLDC and they state that most Parish Councils have a Facebook page.  A code of practice and a policy would be required should the Parish Council decide to have a social media presence.  Councillors asked for more time to consider the matter.

This has been covered previously on the agenda.  Cllr Briggs has stated in his absence that permission to use the village green is almost always granted, residents just need to ask.
