Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 2nd April at 7.30pm
Those present: Councillors D Ash, S Knight, T Bentham, C Wakefield, P Baillie, P Briggs, S Large-Taylor, G Hirst.
In attendance: A Burnett (Clerk) Cllr Bierley, 5 members of the public. 
1 To receive apologies and reasons for absence Ref 19/050

2 To receive declarations of interest under the Localism Act 2011 – being any pecuniary or  non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.     Ref 19/051

3 To approve draft minutes of the Meeting of the Parish Council held on 5th March 2019. Ref 19/052
Proposed Cllr Bentham.  Seconded Cllr Wakefield.    All in favour.

None were raised.

No Questions asked.
6 County Council matters Ref 19/055
All updates and reports have been emailed to Parish Councillors.
7 Correspondence Ref 19/056
Letter received for Sir Edward Leigh with regards to access to waste recycling sites. 
8 Clerk’s report Ref 19/057
Clerk has latest training and grants information from LALC.  To be distributed to Councillors via email. 
9 District Council matters Ref 19/058
Report circulated via email prior to meeting.

A) Library – now open for three session per week and being very successful.
Youth Club – All is going well.  Numbers remain stable.  No issues reported, costs are being covered which is helped with revenue received from snack bar.      
B) Village Hall – Contract has been issued for work to be completed on the roof.  One company has quoted for everything so have been awarded the contract.  the bell will be taken down from the tower and placed inside the building permanently.  Have applied for a grant fro WLDC.  The roof repair will cost £10,000.  The bell tower and chimney will be separate projects.

7.29- Cllr Hirst arrived late to the meeting.  
C) Sports Association – Nothing to report.  The next meeting is scheduled for 28th April.  AGM will take place in May.  Date to be confirmed.

12. Planning applications and decisions received Ref 19/061
Application 139070 - concerns over access for the middle of the three cottages.  Propose that Council ensure right of way is maintained.

Application 139130 - no comments. 
13. Neighbourhood Plan Update Ref 19/062
Progress is ongoing.  Looking at arranging a meeting with the council and then a public consultation in June.  
14. Parish matters – To receive any report or consider any appropriate action Ref 19/063
a) Cemetery  - Everything is okay.  The fence is starting to rot.
b) Grounds Maintenance -  Cricket club will cut the grass for the forthcoming year.

e) Play Equipment – Still awaiting report from Wicksteed.  Cllr Briggs proposed that a committee of three councillors be formed after election process to decide on final requirements.
