Draft Minutes of the Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 5th February at 7.00pm
Those present: Councillors D Ash, P Everitt, S Knight, T Bentham, C Wakefield, P Baillie,     J Indian, P Briggs, S Large-Taylor.
In attendance: A Burnett (Clerk) Cllr Bierley, 3 members of the public.

6 County Council matters Ref 19/020
All updates and reports have been emailed to Parish Councillors.

8 Clerk’s report Ref 19/022
WLDC have sent posters about Modern Slavery & Human Trafficking.  Parish Council have agreed for Clerk to post them on the Parish Notice boards.
Invitation to take part in the Best Kept Village Awards has been received.  Parish Council decided to not enter.

Cllr Hirst has reported pot holes on West Lane and the junction of Milson Road & The Limes.  
Clerk to Email District Councillor to report the condition of  pavements and the pot holes.

Cllr Everitt raised the issue of waste.  It has cost £30 to dispose of the village Christmas tree via Copes in Grimsby.  Prices have risen quite substantially, for example contaminated waste has risen from £20 a ton to £60.  Cllr Bierley has been invited to meet with the Police & Crime Commissioner to discuss County wide issues and concerns.  Waste will be one of the issues raised.

A) Library – No report due to Cllr Hirst being absent.
Youth Club – Very good news, there are now thirty participants on average per week.  Attendances at the teenage sessions are low.  Sessions will continue for another few weeks as they are, but if numbers do not increase, they will cease and the younger session will be extended by 30 minutes.  Financial report has been completed.  There is a lot of spending on craft materials.  
B) Village Hall – Pantomime has taken place - awaiting final report.  Struggling to get quotes for the tower as aluminium scaffolding is required and it has to be installed on the inside.  Committee are looking at removing all furniture from the tower (bell etc) and putting in storage.  The means the roof repairs will go ahead.  The funding offer is still in process.  Supporting information supplied by the committee was very useful.   Funds for the the roof repairs were raised during the pantomime.  
C) Sports Association – Cllr Indian has received a quote for £127,787.00 for the pavilion extension.  The previous two quotes can be accepted as they are still current.  Clerk to look at funding sources.

13. Neighbourhood Plan Update Ref 19/027
Funding amount received previously has been established.  Final report to be submitted by the end of March.  The working group have discussed structure of draft plan and accepted proposals from members.  Currently analysing survey results.  
14. Parish matters – To receive any report or consider any appropriate action Ref 19/028
a) Cemetery  - Awaiting leaves to be cleared.    
b) Grounds Maintenance -  Clerk to invite tenders for grass cutting for the forthcoming year.  Need to include general weed spraying quotes as well (three times per year).           
c) War memorial – Nothing to report.   
d) Allotments – Nothing to report  
e) Play Equipment – Still awaiting report from Wicksteed.  Cllr Ash has received a request from a member of the public for the slides to be cleaned.  Quote received from Sovereign.  Clerk to ask about metal framed equipment instead of wooden.  Quote to be obtained from Playdale.     
15. To receive general comments from members for consideration on the next agenda. Ref 19/029
Cllr Baillie has received a complaint from a tenant on Barton Street, people are coming out of Mill lane the wrong way onto Barton Street. 
Hedges on Suddle and Caddle Road are starting to block the pavements.
