Draft Minutes of the Annual Parish Council Meeting of Keelby Parish Council held in the Village Hall on Tuesday 3rd December 2019 at 7.00pm
Those present: Councillors D Ash, P Baillie, P Wilks, S Knight, T Bentham, J Indian, C Wakefield, P Everitt, K Stark, T Wright, P Briggs (Chair).
In attendance: A Burnett (Clerk), Cllr Lawrence, 1 member of the public.
1. To receive apologies and reasons for absence Ref 19/201

2. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Ref 19/202

5. Public Question Time 10 Minutes Ref 19/205
Website not up to date, all outstanding items added at the same time.
Schedule of meeting wrong on the website. Cllr Briggs informed the public that the schedule for 2020 has not yet been added.
Request for minutes to be added to the website prior to the meeting with draft written through them so the public know they are yet to be approved, but can view them before attending the meeting. Cllr Briggs stated this would not be possible.
30 mile an hour sign on Yarborough Road is obscured by a tree and is facing the wrong way. Cllr Baillie stated that she moves it when she passes. The brackets are broken hence it not staying in place. Cllr Briggs stated that he erected the sign along with another councillor and it was difficult to put in place/ Clerk to try and obtain new signs.
6. County Council matters Ref 19/206
Report has not been received.
Cllr Briggs asked Councillors to send issues to the Clerk so they can be forwarded onto Cllr Turner and highways.
7. Correspondence Ref 19/207
Letter received from Mrs Peacock thanking the Parish Council for their donation towards the Pensioner's Christmas party.
Letter received from Mrs C Priest via Cllr Wilks with regards to the condition of the footpaths around the village. Clerk asked Cllr Wilks if he was completing the report to be sent to highways as they have recorded the job, but need locations of the worst affected pavements before they can assign the job to an officer. Cllr Wilks stated he would take photographs and pass to Clerk.

Card received from Mrs Moorcroft and Mr Hodson informing the Parish Council that they have donated the Christmas tree to the village this year. Clerk to send a letter of thanks.
Letters received from Lincolnshire County Council and Visit Lincolnshire asking for up to date village information so it can be included in the Central Lincolnshire Plan and Tourist Information leaflets respectively. Sub group to be formed to meet to collate information and form a response. Cllr Baillie and Councillor Knight volunteered.

8. Clerk’s report Ref 19/208
Clerk has received an email for a company who create apps for villages called Robin Road. It was felt that the website and notice boards are sufficient at the time and Robin Road should be shelved for a while.

Location of problem hedges has been passed on to highways. Awaiting a response on how the matter can be progressed.
Police report received; report of a garage burglary in the village but exact date not known. PCSO's have visited the youth club on two occasions giving presentations on knife crime, road safety, internet safety, and reporting incidents to the police.
Aqua sacs - Cllr Briggs suggests we have a supply of 50 in reserve. Cllr Wright offered the sports pavilion for storage. Cllr Everitt raised concerns over disposal as they are not environmentally friendly. Cllr Bentham proposed that we purchase 100 if we can find an environmentally friendly version.

Cllr Ash proposed we look for an environmentally friendly alternative such as flood barriers if we cannot get aqua sacks. If this is not possible, clerk to go ahead and purchase aqua sacs.

9. District Council matters Ref 19/209
A report was circulated via email before the meeting.
Cllr Lawrence had nothing further to add.
10. To receive any reports from external organisations Ref 19/210
A) Library -nothing to report.
Youth Club – Clerk to write thanking the Youth Worker for the Christmas and Halloween displays.
B) Village Hall – Beryl struggling to get around the village to collect money and donations. Ongoing problem with damp in the firing range.
C) Sports Association – meeting was held on 17th November. No new date set for the meeting to discuss CCTV. Grant for drainage has been offered. As soon as land is dry, work will commence. Trees will be planed once the drainage work is complete. Can Parish Council register Sports Association with Land Registry? The pantomime for next year will be Frankostan and will be held end of January/beginning of February. Three indoor bowls sessions taking place each week. Promotion taking place to get more young people

involved. Concern that Cannabis is being used on site. Report has been made to the police. Committee have agreed for Parish Council to have the bench currently sited to the rear of the tennis courts. Cllr Everitt queried who empties the litter bins as they always seem to be full. Cllr Wright stated this is done by volunteers/committee members. Clerk to write to WLDC to ask if they can be added to the schedule.

Clerk presented a copy of the budget as it stands for 2019/2020 as draft precept is due for submission. Discussion around the amount to be requested for 2020/2021. Some budget headings will need to be changed and/or increased for 2020/2021 as spending has exceeded the allocated budget. Cllr Wright proposed a 5% increase be submitted for the next financial year. Clerk to calculate and distribute so final decision can be agreed at the next meeting ready for end of January precept submission.

12. Planning applications and decisions received Ref 19/212
Application 140337: providing right of way is maintained, the Parish Council are in support of the application.
13. Neighbourhood Plan. Ref 19/213
meeting has been scheduled for 5th December.
14. Parish matters – To receive any report or consider any appropriate action Ref 19/214
a) Cemetery – The ground is a bit wet and there is some sinking.
b) Grounds Maintenance - Mower service is due. Cllr Everitt to arrange
c) War memorial – All okay. Cllr Everitt to remove the plastic flowers placed by school children.
d) Allotments – No meeting.
e) Play Equipment – Debate over whether the Wren funding application is submitted or not. Cllr Wright thinks it is rushed. Clerk stated that the bid remains the same as the last one,

except for match funding sources. Cllr Knight suggested we submit the bid as it stands and if it is rejected, we will know what the issues are and can resolve and re-submit.

15. Salt Bins Ref 19/215
Cllr Everitt confirmed that the bins need replacing. clerk to contact LCC.
16. Grant Form Ref 19/216
Form adopted. Proposed that the Clerk ensures all documents are received with the form, processed and then presented to the Parish Council for a decision.

Keelby Sports Association insurance funding is not a grant. Debate as to whether the £3,000 was an annual agreement. This is a Parish Council building so Parish Council should pay for the building insurance.

17. Community Orchard Ref 19/217
Information supplied by Cllr Stark has been reviewed by Councillors since the last meeting. Cllr Knight has walked around the village and has counted the trees on public land. There are 615. Some of the locations identified in the proposal are impractical as they are on verges that are maintained by farmers an would then make it impossible for them to be cut, creating a vision hazard. Additionally, some of the locations are on land governed by the Parish Council so it would not be possible to plant on them. Some trees from the proposal will be diverted to the Sports Field to create a barrier. The Copse on the village green is a good idea.
All further agenda items have been carried over to the next meeting due to running out of time (meetings legally cannot continue beyond 9pm).
